Description

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. �The Enterprise Intelligence and Data Solutions (EIDS) Program Management Office, on behalf of Defense Healthcare Management Systems (DHMS) intends to enter into a sole source Firm-Fixed Price contract with McKinsey & Company. EIDS has a requirement for McKinsey & Company to provide management consultation services as an integral part of an enterprise strategy to modernize the current Military Healthcare System (MHS) data ecosystem and DHA data Strategy to effectively identify and resolve wasteful spending, imbalance of resources, human, material, and financial, across the military treatment facilities (MTFs) and markets.� This time-sensitive requirement must be completed within five months by a vendor with a deep understanding of DHA, its strategies, data domains, and can rapidly integrate ongoing strategic data needs and gaps in and across DHA offices such as J1, J8, DHA Front Office, and Health Affairs.� The resulting work will provide the MHS with actionable data & tools for prototype by FY24Q2 to achieve real-time analytics and measures for direct and purchased care that are both predictive and prescriptive by the end of FY24Q3. �The anticipated start date will be 29 September 2023, with delivery date 29 March 2024. No solicitation is available, and no technical questions will be answered for this requirement. The NAICS code for this acquisition is 541618.
