- Description
- The US Geological Survey (USGS) intends to negotiate a purchase order with Septentrio for the purchase PolaNT ChokeRing B3/E6 antennas. UC Berkeley recently redesigned their GNSS station platform with the intention of reducing operations and maintenance costs. These station design requires the antenna cover have a base diameter no greater than 15 inches, total height less than 14 inches, in the shape of a short cylinder topped by a conical frustrum surmounted by a spike, and connectors that integrate with their existing cabling infrastructure. In addition, their data acquisition system requires the broadest possible frequency coverage (B1, B2, B3, E1, E5a, E5b, E6, L1, L2, L3, L5, L6, and MSS). Septentrio is the only manufacturer of GNSS antennas that has the specific form factor and frequency range required for ANSS monitoring needs. Any other antenna form factor would require a redesign of existing station infrastructure, including the need to obtain revised permits for existing stations to accommodate installation of the new station infrastructure. In addition, cabling will need to be replaced, as Septentrio has proprietary cable connectors and internal cable configurations. UCB�s GNSS stations currently employ Septentrio receivers. Providing a different antenna would require re-doing all the testing, and require training UCB field staff on the installation, operation, maintenance of the new antenna, and would compromise data continuity for the mission. Deploying different antennas would require UCB to retune their software to account for changes in the data accuracy and noise characteristics (which are currently tuned specifically for the performance of the PolaNT Choke Ring B3/E6 antenna). The PolaNT Choke Ring B3/E6 antenna leverages the following existing assets: station configuration, station equipment, software configuration database entries, inventory management, UCB field staff skills and data continuity. Septentrio is the only manufacturer of the PolaNT Choke Ring B3/E6 antennas that can operate seamlessly in existing infrastructure due to station design, proprietary cabling, software and tuning specifications and to maintain data continuity. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a capability statement by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. Responses or inquiries shall only be accepted through electronic mail addressed to cjfejarang@usgs.gov and must be uploaded and received in their entirety no later than 09/08/2023. Responses submitted by hardcopy or through SAM.gov shall not be accepted or considered.
