- Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Network Contracting Office (NCO) 17, South Texas Health Care System (STVHCS) equipment located in 7400 Merton Minter Blvd, San Antonio, TX, 78229 intends to issue a sole source award to Knightscope or one of their authorized distributors, 1070, Terra Bella Avenue Mountain View, California 94043. The VA plans to purchase an K5 v5.2 Outdoor Autonomous Security Robot (ASR). The purpose of this project is to enhance the security team s ability to monitor activity within the patrolled areas, enforce campus parking requirements, identify and respond to anomalies and events in a timely manner, increase the visibility of security in defined areas to deter criminal, noncompliant and other undesirable behavior, and to demonstrate the functionality of the Autonomous Data Machine (ADM) for consideration in other applications for STVHCS business interests. he Solution as a Service will consist of the rental of a K5 Autonomous Robot, the Setup of the Autonomous Robot, the use of the Knightscope Users Web based Portal to interact with the Autonomous Robot, the 1 year worth of maintenance for the Autonomous Robot and Users Web based Portal along with the required customer support and the FedRAMP ATO of the SaaS platform. The K5 v5.2 ASR will be located at7400 Merton Minter Blvd, San Antonio, TX, 78229 in accordance with the attached Statement of Work (SOW). The VA intends to solicit and negotiate a sole source contract under the authority of FAR 13.106-1(b). The VA anticipates awarding a contract on or about 09/22/2023. The NAICS Code for this procurement is 561621 Security Systems Services (except Locksmith) which has a Small Business Size Standard of $25M. This notice of intent to award a sole source contract is not a request for competitive proposals. However, in accordance with FAR 5.207 (c) (16) (ii), all responsible sources that feel they can fulfill this requirement may submit a capability statement which shall be considered by the VA. Responses to this notice shall contain sufficient information to establish the interested parties bona-fide capabilities for fulfilling the requirement, and include: Dun & Bradstreet Number, and the Taxpayer Identification Number, along with documentation that the vendor is an authorized service provider of the equipment listed. All respondents must have an active registration in the System for Award Management at www.sam.gov. Interested Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be listed as verified on the SBA Veteran Small Business Certification (VetCert) database located at https://veterans.certify.sba.gov in order to receive contract awards under the Veterans First Contracting Program. A determination by the VA not to compete this proposed action based upon responses to this notice is solely within the discretion of the VA. In addition, the information received because of this notice of intent will be retained as market research only. If no affirmative written response is received by the response date and time, a sole source contract will be awarded to Knightscope or one of their authorized distributors, 1070, Terra Bella Avenue Mountain View, California 94043 without any further notice. The Contract Specialist does not have access to the Contract Opportunities Interested Vendor List; therefore, all interested parties must submit information directly to t.miller@va.gov no later than 09/05/2023 by 1:00 P.M., CST.
