This Solicitation is issued as a Request for Quote (RFQ), and the solicitation number is 36C10X23Q0300. The NAICS Code is 812930 Parking Lots and Garages and the business size standard is $38.5 million. The Department of Veterans Affairs Central Office (VACO) requires forty-six (46) unreserved parking spaces and fourteen (14) reserved parking spaces for a total of sixty (60) spaces co-located in the same garage located within a 2-block proximity to 810 Vermont Avenue, Washington D.C. Respondents are to quote Firm Fixed Prices for all line items on the B.4 Price Cost Schedule. Any award resulting from this solicitation will be issued on a Standard Form 1449. Scope of Work: The purpose of this requirement is to acquire) parking spaces. Period of Performance: The period of performance shall be a base period of 12 months, with four 12-months option periods. Type of Contract: This will be a firm fixed price contract. General Requirements The VA requires unreserved parking spaces and reserved parking spaces co-located in the same garage located within a 2-block proximity to 810 Vermont Avenue, Washington D.C. The contractor shall be responsible for ensuring all parking spaces are always accessible to the VA. The contractor shall be responsible for removing any unauthorized vehicles parked in the reserved parking spaces. The contractor shall ensure all spaces are always unblocked and allow for unobstructed entry and exit, unless the garage does not allow self-parking and the valet services are covered in the unit price. Parking spaces shall be in an indoor, covered, and secured parking facility. The facility shall be well lit at all times and maintain a clean environment throughout the facility. A call button shall be on all levels of the facility in case assistance is required from the parking attendance office. The facility shall be accessible to permit holders twenty-four (24) hours a day, seven (7) days a week, including all federal government holidays. The facility shall always be secured. All interior stairwells and exit doors shall be secured to prevent intruders. Parking passes shall be generated, if required by the garage, by the contractor and submitted to the VA s Contracting Officer Representative (COR) by the 15th of each month of the prior month. C. Quality Assurance Surveillance Plan (QASP) The Government will utilize a QASP throughout the life of the contract to ensure that the Contractor is performing the services required by this PWS in an acceptable manner. The Government reserves the right to alter or change the surveillance methods in the QASP at its own discretion. Any report may become a part of the supporting documentation for any contractual action. Unacceptable Performance When unacceptable performance occurs, the COR will inform the CO. This will always be in writing although when circumstances necessitate immediate verbal communication, that communication will be followed in writing. The COR will document the discussion and place it in the COR file. When the CO determines formal written communication is required, the COR will prepare a Contract Discrepancy Report (CDR) and present it to the Contractor's program manager. The Contractor shall acknowledge receipt of the CDR in writing to the CO. The CDR will state how long after receipt the Contractor has to take corrective action. The CDR will also specify if the Contractor is required to prepare a corrective action plan to document how the Contractor shall correct the unacceptable performance and avoid a recurrence. The CO shall review the Contractor's corrective action plan to determine acceptability. Any CDRs may become a part of the supporting documentation for any contractual action deemed necessary by the CO. D. CHANGES TO THE PERFORMANCE WORK STATEMENT All changes to this PWS shall be authorized and approved only through written correspondence from the CO. Change requests will be monitored by the CO. No payments will be made for any unauthorized supplies and/or services or for any unauthorized changes to the work specified herein. This includes any services performed by the Contractor of their own volition or at the request of an individual other than a duly appointed CO. Only a duly appointed CO is authorized to change the specifications, terms, and conditions under this effort. (End of Clause) C.3 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years. (End of Clause) C.4 VAAR 852.232-72 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS (NOV 2018) (a) Definitions. As used in this clause (1) Contract financing payment has the meaning given in FAR 32.001; (2) Designated agency office means the office designated by the purchase order, agreement, or contract to first receive and review invoices. This office can be contractually designated as the receiving entity. This office may be different from the office issuing the payment; (3) Electronic form means an automated system transmitting information electronically according to the accepted electronic data transmission methods and formats identified in paragraph (c) of this clause. Facsimile, email, and scanned documents are not acceptable electronic forms for submission of payment requests; (4) Invoice payment has the meaning given in FAR 32.001; and (5) Payment request means any request for contract financing payment or invoice payment submitted by the contractor under this contract. (b) Electronic payment requests. Except as provided in paragraph (e) of this clause, the contractor shall submit payment requests in electronic form. Purchases paid with a Government-wide commercial purchase card are considered to be an electronic transaction for purposes of this rule, and therefore no additional electronic invoice submission is required. (c) Data transmission. A contractor must ensure that the data transmission method and format are through one of the following: (1) VA s Electronic Invoice Presentment and Payment System at the current website address provided in the contract. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
