- MS-SANDHILL CR NWR-1263-TRAIL SIGNS *Please read the entire Request for Quotation (RFQ) and all attachments prior to submitting quote. Pursuant to the Federal Acquisition Regulation (FAR) 12.603(a) and 13.106, the Contracting Officer is issuing a combined synopsis/solicitation for the design, illustration, text writing, fabrication, and delivery of interpretive/informational kiosks and panels. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 140FC123Q0034 is being issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in affect through Federal Acquisition Circular 2023-05, effective August 8, 2023. This is an 100% Total Small Business Set-Aside solicitation with an associated NAICS code of 339950. The small business size standard is 500 employees. This solicitation is for a Firm Fixed Price contract. DESCRIPTION: The US Fish and Wildlife Service, Mississippi Sandhill Crane National Wildlife Refuge (NWR) has a requirement for Trail Panels and Kiosk Design Services, in accordance with the attached statement of work. QUANTITY - SIZE: 12 EA - 36 x 24.5 Custom Designed Signs 2 EA - 34.75 x 34.5 Custom Designed Signs 8 EA - Custom Artwork Shipping and Handling Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. Potential offerors shall read and comply with all terms and conditions. See Addendum FAR 52.212-1 for additional instructions. Responses to this RFQ will be evaluated by Best Value determination in accordance with FAR 13.106-2. Award will be made to the offeror whose quote, conforming to the solicitation, will be the best value to the Government. Quotes will be evaluated based on: Technical Capability, Price, and other factors considered, in accordance with FAR 52.212-2, Evaluation-Commercial Items. The FAR clause 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition. The FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition. See this clause for additional FAR Clauses marked with ""X"" showing they are applicable to this acquisition. System for Award Management (SAM) Registration: A prospective awardee shall be registered in the SAM database prior to award. Information on registration may be obtained via the Internet at https://sam.gov/content/entity-registration The Government seeks quotes with a total price less than $25,000.00. Quoters should not interpret this figure as a ceiling (or as a floor) on quotes; rather, this information is provided as a courtesy to prospective offerors. The Government may select a quote for award with a price below, at, or exceeding this figure if it finds that quote provides the best value and funds are available. Quote Submission: Quotes (including all required documents) must be submitted via e-mail to nicole_c_johnson@fws.gov, no later than Thursday, September 14, 2023, 5:00 pm EDT.
