- INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.� The National Institutes of Health, Eunice Kennedy Shriver National Institute of Child Health and Development (NICHD), in support of the work of the National Institute of Diabetes, Digestive, and Kidney Disease (NIDDK), intends to award a purchase order without providing for full and open competition to Subject7, Inc., 1364 Beverly Road, Suite 105, McLean, VA 22101�to Subject7 Enterprise-User, annual subscription license. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 513210 with a Size Standard $47.0M. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Regulation (FAR) Circular (FAC) 2023-04 effective 06-02-2023.� This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($250,000) and FAR Subpart 12- Acquisition of Commercial Items.� STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold.� Contracts awarded using FAR Part 13�Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6�Competition Requirements. Place of Performance National Institutes of Health Bethesda, MD 20892 United States DESCRIPTION OF REQUIREMENT The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK)�s Application Development (AppDev) Team within the Computer Technology Branch requires Subject7 Enterprise-User software and annual subscription licenses to adopt an automated application testing framework for its systems and applications.� Currently, the AppDev Team employs a primarily manual testing framework, in which the team is dependent on an individual resource who manually tests the functionality of a system or application. Testing is required whenever a new feature is developed, a bug is ameliorated, or a change is made to the system�s configuration or underlying code. Testing is necessary to ensure that code and environment changes are functional and do not pose the risk of regressions- errors or bugs in the system�s functionality or unexpected changes to the user experience that can result in work stoppages and disruption of operations for the business processes supported by the system or application.� Manual testing has inherent weaknesses, such as the risk of clerical errors and oversight, inconsistencies, and inefficiencies. FEATURES AND SPECIFICATIONS ���������� No-code required test script development and management interface for non-developer management ���������� Screen recorder function to enable development test script steps without coding, compatible in .NET web application environments with React front ends ���������� Configurable test step commands compatible with .NET web applications with React front-ends and suitable for NIDDK custom web applications ���������� Suitable commands should be able to construct test steps that can: ���������� Conduct logins and specified search queries ���������� Test all elements of user forms, including ���������� text field limits ���������� text field validations ���������� drop-down menu item selection ���������� multi-select checkboxes ���������� radio button selections ���������� Test filter and generation of exports/reports ���������� Compatibility with on-premises, behind network firewall, login secured .NET applications with React front-ends and local SQL server back-ends ���������� Ability to have software instance and associated data installed on-premise (i.e., on local servers) v. web or cloud-based ���������� SOC 2 Type II certified and compliant with NIST and NIH security control requirements for software ���������� Multi-user, collaborative environment where test scripts can be easily shared and utilized across team members ���������� Cross-platform tool that supports testing across different browsers and operating systems ���������� On-demand technical support and platform training for Tester and Developers Training � The Contractor shall provide user training for the 5 assigned licensed users (i.e., AppDev Team Tester and .NET Developers). Training will consist of 4 remote two-hour group sessions over Teams or Zoom with a Subject7 subject matter expert, in the total of 8 hours. Training sessions will start to be scheduled based on the AppDev Team members� availability within 30 days of purchase order award. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-� NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10�Market Research.� Only one source is available: Per FAR 13.106-1(b)(1) the Contracting Officer has determined that Subject7 is the only vendor that can provide the Automated Testing Platform Licenses and Installation for NIDDK Application Development Team.� CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provided feedback to respondents with respect to any information submitted.� Responses to this notice shall contain sufficient information to establish the interested parties� bona-fide capabilities for fulfilling the requirement, unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Vendor/Contractor�s (UEI) the Unique Entity ID from SAM.gov is now the authoritative identifier for those doing business with the federal government. The DUNS Number is no longer valid for federal award identification, the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. �All responses to this notice (NICHD-23-325) shall be submitted electronically by 09:00 AM Eastern Standard Time, on September 5, 2023.
