- (i)� � This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)� �The solicitation number is 75N95023Q00666 and the solicitation is issued as a request for quotation (RFQ). (iii)� This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; �and FAR Part 12�Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to Thermo Electron North America, LLC 5225 Verona Road, Madison WI 53711 for software license for proteomcis data workflow. This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1). The rationale for this sole single-source justification is that Thermo Electron North America, LLC, as part of ThermoFisher Scientific is the owner of the software and holds the proprietary data required in the software. (iv)� �The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2023-04 dated June 2, 2023. (v)� � This acquisition has no no set-aside restrictions. The associated NAICS code is 513210 and the small business size standard is $41.5 million. (vi)� � This acquisition is for software license for proteomcis data workflow. (vii)���Background: The National Center for Advancing Translational Sciences (NCATS) Division of Preclinical Innovation (DPI) is in need of software license for proteomcis data workflow The ACC Mass Spectrometry laboratory is located within the A2 Analytical Chemistry lab space housing an assortment of high-resolution mass spectrometers allowing us to be engaged in all aspects of a program (assay development, methods optimization, mass spectroscopy experimentation, and data analysis). Proteomics plays vital roles in translational science, and the protein analysis was conducted on a Thermo Scientific Orbitrap Fusion Lumos Tribrid MS system, which provides significantly high levels of sensitivity, selectivity, and efficiency for a greater depth of analysis. The ACC mass spec team has been deveopling various proteomics methods to support DPI scientists for biomarker discovery, drug target discovery and validation and answering various biological questions. Recently, we have received increasing number of proteomics proteins, and we have two new members joined our mass spectrometry team to run the experiments and data analysis. We are proposing to acquire a 2nd license for the team, which would simply our work, improve the efficiency and throughput Project Requirements: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services,qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work. The salient characteristics: The vendor shall be responsible to provide the license that fulfills the following requirements: Compatible with raw data generated by Thermo Fisher mass spectrometer. Peptide and protein identification PTM analysis Isobaric mass tagging label-free quantitation Capabilities for data-independent (DIA), data-dependent (DDA), and wide window (WWA) acquisitions Must be able to generate heatmaps, volcano plots, PCA, pathway analysis and other basic bioinformactis analysis (viii) The period of performance will be twelve (12) months) from the award date. (ix)� �The provision at FAR 52.252-1, Solicitation Provisions Incorporated by Reference (Feb 1998), applies to this acquisition. Past performance as defined under FAR 13.106-2(b)(3). The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s), product description, and any other information or factors that may be considered in the award decision. Such factors may include: past performance, special features required for effective program performance, trade-in considerations, probable life of the item selected as compared with that of a comparable item, warranty considerations, maintenance availability, and environmental and energy efficiency considerations.
