- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FAR 52.212-1 applies to this acquisition, quoters responding to this synopsis must provide their business size in relation to the NAICS code contained in this notice and shall identify any socioeconomic categories to which they belong. FAR 52.212-3 applies to this acquisition, quoters shall include a completed copy of their Representations and Certifications with their quotation, if not already completed within their SAM profile. FAR 52.212-4 applies to this acquisition. Lastly, FAR 52.212-5 also applies to this acquisition. Review the attached Terms and Conditions document for the specific clauses that are being incorporated for this notice. Solicitation number 89243323QFE000390, is issued as a Request for Quotation (RFQ) and is available for downloading under Contract Opportunities at https://sam.gov/ and on FedConnect at https://www.fedconnect.net/Fedconnect. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, effective date June 2, 2023. The North American Industrial Classification System (NAICS) code for this effort is 334516 and the small business size standard is 1250. This is an Unrestricted, Full and Open competition, all responsible business sources may submit a quote for consideration by the agency. The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), located at 1450 Queen Avenue, SW, Albany, OR 97321 has a requirement for the purchase of Laser and Optical Components in accordance with the attached specifications. Vendors are strongly encouraged to submit their quotation on the attached RFQ Standard Form (SF) 18, and provide all supporting documents, as necessary, via the FedConnect portal at www.fedconnect.net, or if using SAM.gov via email to Rebekah Parks at Rebekah.Parks@netl.doe.gov by the due date and time indicated in Block 10 of the RFQ SF-18. EVALUATION: Selection will be based on the vendor�s quotation that is considered technically acceptable with the lowest firm-fixed price quote. The Government anticipates issuing a single award from this RFQ. To be considered for evaluation, vendors must quote on all items/services listed in the solicitation. Vendors shall submit descriptive literature detailing features, technical capabilities, and warranty data (as necessary). Technical acceptability will be determined solely on the content and merit of the information submitted in response to this solicitation in meeting the attached requirements. Therefore, it is essential that vendors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. All questions must be submitted electronically through FedConnect. Only those questions posted to FedConnect will be accepted. You must register with FedConnect to respond as an interested party to submit questions. Questions will not be answered over the phone. The Contracting Officer must receive questions regarding the request for quotation (RFQ) via FedConnect within three (3) days after the issuance of the RFQ. The Government reserves the right to not respond to any questions received after this timeframe. All responses to the solicitation questions will also be released on FedConnect referencing the RFQ number, with copies of both questions and answers without reference to the originating source. This is an electronic RFQ therefore no hard (paper) copies of the RFQ and related documents will be made available.
