Description
SOURCES SOUGHT Infusion Pumps This is a Sources Sought (SS) Notice only; it is not a Solicitation (i.e., Request for Proposal, Request for Quotation, or Invitation for Bids.), This SS is part of the Government s market research effort to determine the scope of industry capabilities and interest and will be treated as information only.  Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.  Responses to this SS are strictly voluntary and the Government will not pay respondents for information provided in response to this SS.  Responses to this SS will not be returned and respondents will not be notified of the result of the review.  Although responses to the questions posed by the Government would be most beneficial to this market research effort. The purpose of this SS is to conduct Market Research to determine an acquisition strategy, to include determining if there are a sufficient number of Small Businesses capable of performing the requirements to warrant a set-aside, for the procurement of infusion pumps at the Dayton VA Medical Center (DAY VAMC).     The DAY VAMC is expanding its ICU from 11 beds to 18 beds and is increasing care for hospice patients.  Currently DAY VAMC has a fleet of 403-CareFusion Alaris infusion devices, of which 99% were procured in 2019.  Because of the ICU bed and hospice care expansion, Acute Care service requires an additional 60 Alaris model 8100 infusion pumps modules.  This 60-infusion pump requirement represents an increase by 30% of DAY VAMC s current 198-8100 infusion pump modules currently in use and an increase by 15% of DAY VAMC s entire fleet of CareFusion Alaris infusion devices currently in use.  To ensure compatibility with the fleet of CareFusion Alaris infusion devices that are currently in use at DAY VAMC, any pump module other than the CareFusion Alaris model 8100 pump module shall meet the following parameters to be considered for this expansion procurement. Large volume infusion pump that helps continuously or intermittently deliver fluids, medications, blood and blood products to patients. Have the capability to attach up to four IV infusion modules, allowing four independent infusions on a single PC unit.  The system shall have a respiratory monitoring and barcoding. Be capable of running Guardrails Point-of-Care software for pump modules (v9.33).  Wireless connectivity must be compatible with 802.11b/g/n and be compliant with VA Information Security policies. Fully compatible with CareFusion Alaris 8015 pump controllers and the Alaris 8120 PCA pump controllers. Potential sources must demonstrate the capability to provide the required equipment.  Potential sources should submit: Point of Contact with email address and phone number; Business name and address; Business size pursuant to NAICS code 339112, (size standard 1000 employees), the non-manufacture rule applies to this NAICS; Applicable business socio-economic category; GSA, NAC, TAC, or SAC contract number if applicable; Capability statement and/or brochures of the equipment to allow for assessment of meeting the requirements stated above; SAM UEI number; Delivery days After Receipt of Order (ARO); What country made the product is made in; and Whether or not your company is the OEM or a distributor.  If a distributor, indicate who the OEM is and provide authorized distributor letter. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses unless they are indicating proprietary technical characteristics. Vendors are hereby notified that if a competitive solicitation is issued on the Beta SAM website http:// https://sam.gov at a later date, all interested parties must respond to that Solicitation announcement separately from any response to this SS announcement. This SS does not restrict the Government's acquisition approach on a future Solicitation. No faxes, courier delivered, or telephone inquiries/submissions will be accepted. Responses should be submitted to Rachelle J. Hamer, Contracting Officer at rachelle.hamer@va.gov, by Wednesday, September 13, 2023, by 11AM ET.  Enter Infusion Pumps in the email subject line.
