- Description
- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), has a requirement for a service contract for Use of Landscape Architecture to Support the Visioning, Identification, and Development of Potential Nature-Based Solutions that Increase the Resilience of St. Croix Island International Historic Site with a period of performance of twelve months in support of the Environmental Laboratory (EL). ERDC intends to issue an award to Rectors and Visitors of the University of Virginia, 1001 N Emmet St. Charlottesville VA 22903-4833, on a sole source basis in accordance with FAR Part 13. This is a new contract for R&D services to develop and extend the practice of using landscape architectural rendering to develop nature-based models for infrastructure resilience while following resilience measures required by the National Park Service.� This technique has been uniquely developed for the USACE with the ERDC as leading the R&D for this model.� The Contractor shall perform the following tasks: Task 1- Develop a Map of the Island, Task 2 � Develop Plan Views of the Island under different future environmental conditions and nature-based solutions design scenarios, and Task 3 � Develop Perspectives Views of the Island under different future environmental scenarios.� The landscape architecture renderings will be illustrative of the potential Engineering With Nature� infrastructure alternatives to increase resilience of aging infrastructure experiencing sea level rise. This work shall be executed by a contractor with the following qualifications: 1) landscape architect, 2) previous work with National Park Service (NPS) that combined landscape architecture techniques with nature-based solutions; 3) knowledge of how NPS evaluates resilience measures at historical sites and their relation to the regional landscape; and 4) ability to develop and visualize new forms of nature-based solutions in a collaborative team setting. The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a size standard of 1000 employees. � This notice of intent is for information purposes only. This is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to Connie.May@usace.army.mil.
