- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66 � Instruments and Laboratory Equipment SUBJECT: Upgrade of Hardness Standardization Machine (HSM) SOLICITATION NUMBER: NB642040-23-01429 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of 13.106(b)(1), with Galileo Durometria/LTF SpA in Italy, for Upgrades to a Hardness Standardization Machine (HSM). Sole Source justification is based on the following: NISTs Functional Polymers Group within the Material Measurement Laboratory acquired a Hardness Standardization Machine in 1993, after working with the Italian National Institute of Metrology Research (INRim, NISTs counterpart in Italy) to design a machine to be used by National Metrology Institute to implement their realizations for hardness scales. INRiM partnered with Galileo Durometria LTF SpA (LTF) to build the machine according to specifications. With continued improvements to the original design and upgrades to the mechanical and metrological components, NIST used it machine to disseminate the US realization of the Rockwell Hardness Scales. In 2016, NIST purchased its current Primary HSM, replacing the original outdated machine in 2018. To continue mission efforts, the Group requires an upgrade to its legacy HSM to bring it up to date to the metrological equivalency of NISTs Primary HSM. To obtain agreement between hardness measurements, it is not sufficient to demonstrate traceability to a National Metrology Institute (NMIs) of the measurement of the parameters influencing the hardness measurement (such as time, force, and distance). In addition, metrologists are required to perform comparisons with the disseminated hardness scale realizations by an NMI. The hardness scales are realized by the NMI�s using their Primary HSMs. These HSMs are at the core of the success of achieving world-wide agreements of hardness measurements as they are compared among each other. Market research has demonstrated that the manufacturer LTF SpA is the sole provider of the upgrades required to the HSM. Not only does LTF SpA has access to the Intellectual Property (IP) but also, can meet the stringiest specifications imposed on HSMs for versatility during the generation of the hardness test cycle and the required lower level of measurement uncertainty. Further, upgrades on the machine require intellectual property knowledge on the field of hardness, force, and dimensional metrology along with acquisition, signal processing, and skilled instrument disassembly and reassembly. No solicitation packages will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit capability responses to the Government for consideration. Responses received by latish.walker@nist.gov by 11:00AM 9/11/2023 will be considered by the Government. The resulting purchase order will be a Firm-Fixed Price purchase order. The NAICS code 334516 with a small business size standard of 1,000 employees.�
