Description
The National Institutes of Health (NIH) intends to award a Firm-Fixed Price purchase order to Optores, GmbH. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the services for the requirement as described below. The purpose of this notice is to inform the public that the National Institutes of Health, National Eye Institute intends to issue a purchase order to Optores, GmbH for an FDML Swept Laser.� The OptoRes FDML swept source laser is a >3.0 MHz sweep speed, 8x buffered, FC/APC connector, 1060 nm center wavelength, 75 nm sweep range light source with a custom manufactured phase locked loop for sample clock generation, synchronization, and beam scanner control.� The laser is a replacement part for a system that has already been developed and deployed. �The light source is the master clock of the entire system, and if it fails, the entire system is inoperable. NEI would like to obtain a spare replacement part for the existing system.� Selection of an alternate light source from a different manufacturer would require significant resources and time for redesigning the instrument due to differences in form factor, drivers, software, and hardware, including specifically, the electronics of the module which generates a key timing signal that is used to drive the acquisition speed of the entire custom built next generation adaptive optics instrument that we are currently assembling for the NEI eye clinic. Selection of a light source other than the OptoRes FDML swept source laser may risk not meeting the performance specifications required to achieve cellular level structural and functional testing of individual cells in the living human eye. The OptoRes FDML swept source laser must be used to avoid the introduction of new variables into the replica of previously published experimental procedures and to avoid long delays resulting from retesting of products from other potential suppliers.� This notice is not a request for competitive quotes.� However, any party that believes it can satisfy the requirement as stated herein may submit a written capability statement that clearly supports its ability to provide comparable equipment. It is anticipated that an award will be issued within seven (7) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
