- NOTICE OF INTENT TO SOLE SOURCE: 1. IAW FAR 5.101 this notice is to advise the public that The Department of Veterans Affairs Network Contracting Office 4, intends to award a sole source, Firm-Fixed-Price Contract to Steris . Per FAR 13.501 VA requirement: VA Wilmington has a requirement to perform proper reusable medical equipment (RME) sterilization, this department utilizes STERIS equipment (11 total) that require additional software for the tracking information to migrate to the CensiTrac report. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS or QUOTATIONS. Responsible sources may identify their interest by submitting capability information that clearly demonstrates the capability to perform the required service and licensed for STERIS Sterile Processing Service (SPS). Capability information is required by 12:00 PM EST, September 11, 2023 to establish the ability of the source to meet this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with the preparation of responses to this notification. Statement of Work for STERIS ConnectAssure Technology Department of Veterans Affairs Wilmington VA Medical Center 1601 Kirkwood Highway Wilmington, DE 19805-4917 INTRODUCTION/BACKGROUND: Sterile Processing Service (SPS) is required to provide asset management and the Wilmington VA SPS entered into a VISN contract for CensiTrac to accomplish this. To perform proper reusable medical equipment (RME) sterilization, this department utilizes STERIS equipment (11 total) that require additional software for the tracking information to migrate to the CensiTrac report. ConnectAssure Technology is a digital data management system that collects cycle information from STERIS equipment and display results in the contracted software equipment, CensiTrac. ConnectAssure captures and organizes sterile processing data in real-time and automates the collection and transfer of cycle tape and biological indicator results. This software will assist SPS with record keeping, infection control monitoring and workflow management, which assist with ensuring compliance. In addition, ConnectAssure will provide access to past cycle history and daily workflow to maximize productivity and provide confirmation that sterilization cycles were successfully completed. ConnectAssure Technology Data Export software runs as a background service on the hospital provided virtual server or on a STERIS provided cloud server. The system uses the hospital s network for communication with STERIS equipment and to make data available for the hospital s tracking system. No Health Insurance Portability and Accountability Act (HIPAA), Protected Health Information (PHI), or Patient Card Industry (PCI) data is captured, stored, or transmitted through ConnectAssure. ConnectAssure Technology keeps data safe through cybersecurity measures such as tokens, certificate based authentication, and encryption for data in transit. ConnectAssure runs on the customer s network and possibly in a separate Virtual Local Area Network (VLAN) for added security. Scope: The Department of Veterans Affairs, Wilmington VA Medical Center hereby referred to as WVAMC is seeking the new acquisition of the ConnectAssure Technology Networking Service Kit and ConnectAssure Technology Annual Subscription. This need for this acquisition is determined to be routine and can be awarded within designated Contracting timeframes. Requirement: Salient characteristics for ConnectAssure Technology Networking Service Kit and ConnectAssure Technology Annual Subscription. Act as a conduit connecting results from STERIS equipment to CensiTrac Aid in sterile supply management and SPS record keeping. Help keep SPS equipment operating by providing reminders for required testing and or maintenance such as leak tests and regular sterilizer chamber cleaning. Deliver equipment to: Wilmington VA Medical Center (Attn: Government Contact) 1601 Kirkwood Hwy Wilmington, DE 19805-4917 Upon delivery, the contractor/vendor agrees to work with facility personnel in order to: Conduct a joint inventory of goods by material number, quantity, and serial number Work with WVAMC staff on installation with software connection to STERIS equipment The Government and the Contractor understand and agree that the services to be delivered under this contract by the Contractor to the Government are non-personal services and the parties recognize and agree that no employer-employee or master-servant relationships exist or will exist under the contract between the Government and the Contractor s employees. GOVERNMENT FURNISHED INFORMATION OR MATERIAL: This acquisition does not include Government-furnished property (GFP), identify in the Statement of Work all available information on GFP to be provided, including the make, model, bar code number and serial number, if available, of all accountable assets with an acquisition cost of $500 or more. This acquisition does not include Contractor-acquired property (CAP). SECURITY/NATIONAL AGENCY CHECK REQUIREMENTS: The C&A requirements do not apply, and that a Security Accreditation Package is not required.
