- The Bureau of ATF has Awarded a sole source requirement to Human Circuit of Gaithersburg, Maryland for Video System Router and Multiveiwer Replacement.�The ATF Fire Research Laboratory (FRL) conducts experiments in support of Arson investigations. Those experiments are documented using a High Definition (HD) Video Recording System (VRS).�The current VRS video router has reached its end of life and is no longer supported by the manufacturer. The VRS service provider, Human Circuit, is unable to procure replacement parts from the manufacturer. Recently, the current video router has had failures to hardware components which provides confirmation views of five of the HD video recording channels.�The task of replacing the existing video router is complex and requires intimate knowledge of the existing system. The current video router has 144 input connections and 144 output connections (144 x 144 I/O). The 144 x 144 I/O connections coming out of the video router terminate at the user end at multiple locations throughout the FRL where they are connected to video cameras, monitors and the National Lab Center�s (NLC) Closed Circuit TV (CCTV) system.�Human Circuit is the original designer, integrator, and only service provider for the FRL�s VRS system. As the designer and integrator, Human Circuit possesses all the drawings, source code, and institutional knowledge of the system. Human Circuit is also the sole provider of support and service for these systems which includes maintaining warranties. The FRL VRS is a very complex system that includes various pieces of hardware and software components. Integrating a replacement Video Router and Multi-viewer system into the existing system requires intimate knowledge of all the various hardware and software components, which only Human Circuit possesses. Using any other service provider would require an enormous amount of unnecessary time required to become familiar with the existing system and that would come at an excessive cost to the government. This system is used every time an experiment is conducted for both criminal case related and research projects. The VRS systems is critical to documenting experiments and to the success of the FRL�s mission.�Human Circuit is the only company authorized to provide the maintenance and support of the FRL Digital Video Recording System.
