Description

The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, Information Service (NESDIS) intends to solicit, negotiate and award on a sole source basis a contract with ABB Inc. for the procurement of proprietary parallel switchgear (PSG) hardware, software, and firmware upgrades to an existing system at the NOAA Wallops Command and Data Acquisition Station (WCDAS). The Government intends to utilize the authority under the Federal Acquisition Regulation (FAR) 13.501(a), Special Documentation Requirements and FAR 8.405-6(1)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized, unless, as a result of this announcement, acceptable responses to this notice are received and determination is made by the Government to issue a competitive solicitation. The Government intends to award a contract to ABB Inc. for the planned periodic system ""refresh"" consisting of upgrades to the control technology (Entellisys System) with respect to hardware, software, and firmware associated with the low voltage parallel switchgear (PSG) at the WCDAS due to their proprietary nature, uniqueness and high specialization with existing systems. The installed switchgear was manufactured by ABB/GE and it utilizes Entellisys System for its control. Both the PSG and the Entellisys System are proprietary in nature require upkeep and service by ABB as the only authorized/available source. All system hardware, spare parts, software and firmware must come from ABB/GE to keep the system functioning properly and maintain system warranties. The WCDAS facility is mission critical facility requiring power availability at 99.999% and the facility�s Powerhouse has a parallel switchgear (PSG) that selects a feasible power source from the available sources (Primary Utility, Backup Utility, Generator and UPS) to keep all vital equipment and the datacenter running. The mission will be severely impacted if the switchgear is not upgraded as the failure of any part of the existing system will cause automatic switching of the power source to fail and the system�s safety features, which are vital for protection of costly equipment and individual components, will not be available resulting in irreversible damage to the power system and data center equipment. Manufacturers that propose a solution using other than ABB Inc. must furnish detailed specifications and description to demonstrate their capability to provide the proprietary parallel switchgear (PSG) hardware, software, and firmware upgrades that satisfy the Government's need. To be considered, interested parties must be able to demonstrate their ability to provide comparable hardware, software, and firmware upgrades that meets the specific characteristics outlined above. Capability information shall include, at minimum, name, telephone number, address of customers for which you have previously furnished the upgrades, and a detailed narrative that describes your ability to provide the upgrades as specified. Interested parties must respond via email to the Contracting Specialist Bryton Curtis (bryton.curtis@noaa.gov) and Contracting Officer Maryann Orellana (Maryann.orellana@noaa.gov) prior to the closing of this notice. The NAICS code for this requirement is 238210. The Government intends to solicit and negotiate with the only known source that can provide the proprietary parallel switchgear (PSG) hardware, software, and firmware upgrades to the existing Entellisys system. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit quotes based on the receipt of affirmative responses to this posting without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
