Description
Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract to Forensic Testing Services (FTS), a s business located in Williamston, MI 48895 US. The requirement is to procure proficiency testing materials for the Defense Forensic Science Center (DFSC). The NAICS code is 541380. The authority for this non-competitive award is 10 SC 2304 (c) (1), only one responsible Source. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 2:00 p.m. on September 22, 2023. an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. Salient Characteristics: Proficiency test provider (PTP) must be accredited to ISO/IEC 17043 Conformity assessment - General requirements for accreditation bodies accrediting conformity assessment bodies by an ILAC recognized accreditation body and have the applicable proficiency test(s) on its scope of accreditation. Accreditation certificate and scope shall be provided to and evaluated by the COR/customer annually. Discipline Components: Qualitative Analysis Custom Test; Chemical Unknown Crystalline Material, Qualitative Physical (Fracture) Match Broken metal items for comparison of edges and surfaces to determine if the items were once part of the same object. Explosives Known and/or questioned samples of explosives for qualitative analysis and/or comparison. Understanding shipping limitations, materials should include low and high explosives, oxidizers and fuels, and explosives precursors/reagents that may be used in an explosive device or in the manufacture of explosives, as well as unburnt or partially burned materials and explosive residues. Flammables Items containing ignitable liquids packaged in vapor-tight containers which prevent volatile chemical loss or cross contamination between the samples (e.g., lined metal cans and nylon bags). Items shall be analyzed for the presence/ classification of ignitable liquid residue. A substrate comparison blank shall be provided. Physical (Fracture) Match Broken or torn items for comparison of edges and surfaces to determine if the items were once part of the same object. Lubricants Known and questioned samples of lubricants, such as those utilized in condoms and other commercially available products, for analysis and comparison Firearms Discharge Residues Samples of gunshot residue particles distributed on pin-type aluminum SEM stubs with carbon adhesive tabs for SEM analysis. Hair Screening Samples of hairs for human v. animal classification. The test shall require the determination of the presence of tissue on the human hairs Textiles (Fabric Damage) Samples of fabric with damage due to a cut, tear, burn or seam separation requiring identification. Additionally, some test cycles should require determination if the material was laundered after damage Tape Known and questioned samples of duct tape and/or other types of adhesive tape for analysis and comparison. Participants shall be required to identify variation in the types of tape samples that may include physical characteristics as well as chemical variations in the polymer backings and adhesives. Some test cycles should also include physical end matching. Quantitative Ethanol Ethanol samples for quantitative chemical analysis, including measurement uncertainty. Laboratory performance shall be assessed by z-score and En-score using statistical methods described in ISO 13528:2005.
