Description
The USGS Hydrologic Instrumentation Facility (HIF) has a need to establish an Indefinite Delivery Indefinite Quantity (IDIQ) type contracting vehicle for the recurring purchases of photovoltaic (PV) solar panels. The panels and accessories are to be delivered to USGS Hydrologic Instrumentation Facility, Building 2101, Stennis Space Center MS 39529. The proposed period of performance is 11/01/2023 thru 10/31/2026. The PV solar panel systems are used to recharge 12-Volt DC (VDC) batteries at U.S. Geological Survey (USGS) stream flow and water quality gauging stations all across the country. USGS has over 10,000 remote sites where 12-volt battery power is needed to support data collection efforts. Solar panels represent a critical component of USGS 12-VDC power systems at these remote locations. Solar panels keep batteries recharged providing for a continuous supply of power used to operate environmental sensors and data collection devices/transmitters. Power ratings, for solar panels used at these sites, typically range from 10 to 65 watts. HIF currently stocks 6 different types of solar panels in its warehouse. HIF procures approximately 850 solar panels per year. The units are supplied to USGS customers as required. These low-power PV power systems consist of a solar panel or small array of panels, sealed batteries, and a charge controller. Small PV systems are the preferred method to power instruments operating at permanent locations away from the electric power grid. Request for Quote (RFQ) 140G0123Q0078 will be issued on or about 09/11/2019 and quotes are due on or about 09/28/2019 at 08:00 a.m. ED. Quotes are to be emailed only to Jean Walsh, jwalsh@usgs.gov. This requirement is being procured utilizing the procedures in FAR subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. This acquisition is issued as Small Business Set Aside. The NAICS code is 334413. The size standard is 1,250 employees. The anticipated award date of the contract is on or about 10/15/2023. A vendor must be registered at https://sam.gov/ to be awarded the purchase order. All responsible sources may submit a bid or quotation which shall be considered by the agency.
