- This is a Request for Information (RFI) 60RRH23S0002 - Sources sought for Body-Worn Cameras (BWC) with an integrated, FedRAMP authorized, and SaaS certified all-in-one Digital Evidence Management System (DEMS) platform not requiring manual or automated workarounds. THIS IS NOT A SOLICITATION FOR OFFERS OR BIDS, and the RRB will not transmit acknowledgements of receipt of potential offeror's submissions. Information and sources are being requested and a written solicitation will not be issued. This RFI is issued to request information and sources for BWC equipment and DEMS services. All interested BWC providers/resellers should respond to this notice no later than 1:00 PM Central Time on Wednesday, September 13, 2023, and shall be submitted to: �proposals@rrb.gov and a �courtesy copy to: hasael.roman@rrb.gov �in a Microsoft Office Word document �with a 5 MB limit per email, compatible document. No other information regarding this Notice will be provided at this time. The RRB�s Office of Inspector General (RRB-OIG) needs a fully-integrated body-worn camera solution consisting of BWC equipment with a digital evidence management system (DEMS) to comply with Executive Order (EO) 14074 of May 25, 2022, Advancing Effective, Accountable Policing and Criminal Justice Practices to Enhance Public Trust and Public Safety. This EO mandates the use of body-worn cameras (BWCs) for Federal law enforcement agencies (LEAs). To implement the President�s EO and conduct law enforcement activities and other interactions with the public in a transparent and accountable manner, the RRB-OIG intends to seek BWC technology prior to the end of fiscal year 2023 and purchase BWC hardware and subscriptions for vendor software, services and warranties for up to twenty-five (25) BWCs, docking stations, digital evidence management system (DEMS) software and cloud storage licenses (to be purchased annually) over the course of multiple base and option years through fiscal year 2028. Consequently, the RRB-OIG seeks a BWC solution which addresses these minimum requirements. Please respond fully to each lettered requirement below: Security and data management authorizations to support the immediate deployment of incident-driven video recording systems solution, to include but not limited to the following: � A currently authorized (at the time of RFI submission) Digital Evidence Management System (DEMS) at the FedRAMP �high risk� impact level to ensure immediate deployment and security of the entire system so that the sharing, retaining, tagging, retrieving and redacting of footage captured by BWCs is not compromised. Cloud service providers must meet FedRAMP security authorization requirements for a SaaS solution which is governed by the Federal Information Security Modernization Act (FISMA) and OMB Circular A-130 requiring use of National Institute of Standards and Technology (NIST) guidelines. Secure case sharing with other Federal law enforcement partners as well as the Executive Office of United States Attorney (EOUSA) without any workarounds (either manual or automated). A single vendor who can not only ensure seamless information access but also prevent performance and compatibility risks potentially associated with one vendor�s DEMS and another�s cloud storage platform; that is, a single vendor must demonstrate an immediately available, �all-in-one� solution to include at least camera, docking station, (complemented by requisite peripheral equipment) permitting on-premise video management via a cloud-based application which includes ample cloud storage as well as room for growth Video management and storage: A digital evidence management system (DEMS) which allows management and storage of an enormous amount of video footage as well as permits ready and convenient access to all recorded footage for retrieval, analysis, archive and purging. The DEMS must allow a user to collect feeds from multiple cameras, over a single network or multiple networks such that live feeds can be viewed from a desktop browser or a separate application, at multiple workstations. And, feeds from CCTV could be stored on hard drives, in the cloud or in an on-premise datacenter. System availability and help: The RRB-OIG requires a vendor to support deployment of an integrated BWC / DEMS solution throughout the 50 states, 24 hours a day, 7 days a week for national law enforcement activities including immediate help when sought. In addition, the RRB-OIG has the following questions for BWC vendors. Please respond fully to each numbered question below: Is your BWC solution available from only one responsible source; that is, is your BWC solution proprietary, �single vendor� based? Is your BWC solution an integrated BWC technology (including incident-driven video recording systems) which includes BWC hardware, subscriptions/licenses for vendor software, services and warranties over the course of multiple base and option years through fiscal year 2028? Is your BWC solution currently FedRAMP authorized at a high risk impact level? Is your BWC solution available for immediate deployment? Is your BWC solution capable of storing, managing and accessing an enormous amount of video footage readily and conveniently? Does your BWC solution provide secure case sharing with partner agencies as well as the Executive Office of the United States Attorneys (EOUSA) without manual or automated �workarounds�? Does your BWC solution comply with Executive Order 14074? Does your BWC solution comply with OMB Circular A-130? Does your BWC solution provide the ability to ingest, manage and share BWC video captured during law enforcement operations? Does your BWC solution provide software to store, manage, secure, share, redact and protect digital evidence, most typically in the form of video, photo and audio records? Does your BWC solution provide for Software as a Service (SaaS) which is hosted in your vendor-provided cloud environment? Does your BWC solution possess a current, FedRAMP Joint Authorization Board (JAB) Provisional Authority to Operate (P-ATO) rated at the high impact level? Does your BWC solution provide AI powered redaction? Does your BWC provide storage and support for various forms of third-party data? Does your BWC solution provide a mobile phone application to ingest evidence collected? Is your BWC solution based on proprietary technology? Is your BWC solution (including data) available to any authorized partner or reseller? Are you the sole manufacturer and distributor of your BWC solution? Is your BWC solution compatible with systems currently in place and used by law enforcement and other partnering agencies? If yes, please list current compatible systems and law enforcement organizations and partnering agencies. Requirements in Response Responses must include sufficient evidence that clearly shows the vendor is capable of providing the BWC solution sought. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered a response to this Notice. All firms responding to this notice are advised that their information response package is not a proposal or bid that will be considered for contract award. Telephone responses or inquiries to this Special Notice will NOT be accepted. If your company can provide the above BWC solution, the following information described below MUST be provided: 1. Business name, address (telephone, email), point of contact information and size standard applicable to your business. 2. Whether your services are available via a Government-wide contract vehicle or Open Market. 3. Provide your Unique Entity ID (UEI) number. 4. Proof of registration in System for Award Management (SAM). See FAR 52.204-13. 5. A capabilities statement that includes a description of your company�s standard line of business, as well as a list of 3-5 customers and their contact information that your company has provided BWC equipment and DEMS software/hardware services within the past 36 months. For past performance, please offer a reasonable level of detail of the services that were performed for each client. 6. Provide, at a minimum, responses to the following items. NOTE: Prospective vendors shall provide detailed information and budgetary pricing examples for each category of supply and service offered (e.g. services, warranty, support, maintenance, hardware, installation, disposal, training, etc.). a. Are proposed supplies Buy-American (BAA) and/or Trade Act (TAA) compliant? b. Provide safety reports for offered products (if applicable). c. What are current industry standards? d. Discuss your company�s proposed solution(s). e. Safety technology � (if applicable) g. Commercially available or proprietary systems? h. Expandable as RRB OIG needs change? i. Warranty details. j. Maintenance package. k. Fully discuss anticipated life expectancy of the solution. l. Describe in detail how your solution mitigates technical obsolescence. m. Provide budgetary pricing examples.
