- Procurement name: Photo and video production - Relaunch Type of Notice: Bid Solicitation Eligibility of Bidders: Firms eligible and meeting requirements set forth in the Bidding Document The United States of America, acting through the Millennium Challenge Corporation (�MCC�), and the Government of Senegal (the �GoS�) signed a Compact for a grant known as the Millennium Challenge Account. The Compact includes an investment of about USD 550 million from MCC (�MCC Funding�) and an additional contribution of USD 50 million from the Government for a global amount of USD 600 million to contribute to reducing poverty through economic growth in Senegal. The Government, acting through the Millennium Challenge Account Senegal (�MCA-Senegal II�), (�MCA Entity� or the �Buyer�) intends to apply a portion of the MCC Funding to eligible payments under a contract for which this invitation to submit is issued. All payments made by MCA entity under the proposed contract are subject, in all regards, to terms and conditions of the compact and related documents, including restrictions on the use and conditions to disbursement of MCC Funding. No party other than the Government and MCA Entity shall have claims or rights from the Compact or the proceeds of MCC Funding. The Compact and related documents can be found on MCC website (www.mcc.gov) and MCA-S�n�gal II website (www.mcasenegal.sn). The Compact program includes: ? The �Modernizing and Strengthening of Senelec Transmission Network� Project aims to provide quality electricity from the low-cost sources available for Senelec to meet the growing demand on the interconnected network in Senegal; ? The �Increasing Access to Electricity in Rural and Peri urban Areas� Project aims to increase the quality electricity supply and demand in rural and peri urban areas in Senegal; ? The �Power Sector Enabling Environment and Capacity Development� Project has as objective to create an environment favorable to improving the financial viability and good governance of the sector for a quality and quantity electricity supply. This invitation to bid supplements the General Procurement Notice published on dgMarket on October 05, 2022 and on UNDB Online on October 08, 2022, as well as on the MCA- S�n�gal II website on October 06, 2022 and in local newspapers ""Le Soleil"" and ""Le Quotidien"" on October 06, 2022. MCA-Senegal II invites eligible entities (�Bidders�) to submit their Bid for the photo and video production - Relaunch More information regarding such Goods and Related Services are provided in the Specifications of Goods and Related Services that are included in the Bidding Documents, which are attached to this ITB (�Bidding Documents�). This invitation is open to all eligible bidders that want to submit a proposal. Subject to restrictions set forth in these Bidding Documents, eligible entities can partner with other Bidders to optimize their ability to successfully implement the contract. A vendor will be selected based on the Quality and Cost-Based Selection (""QCBS"") method which modifies the competitive bidding procedures, in accordance with the MCC Program Procurement Guidelines available on MCC website (www.mcc.gov/ppg). The selection process, as described, includes the review and assessment of the Bidder qualifications and past performances, as well as a check of its references, before the contract is awarded. Note that a Pre-Bid Conference will be held online on September 12, 2023, as indicated in the Data Sheet of the bid solicitation, Section II of these Bidding Documents. Bids shall be submitted by e-mail as indicated in point IS 24 of the Instructions to Bidders no later than September 29, 2023 at 3:00 p.m. (Dakar/Senegal time). Please note that only Bids submitted by e-mail, following the Dropbox link indicated in the Bid Data Sheet, will be accepted. No other transmission medium is allowed. All Bids must be submitted with a Bid Guarantee in the form and amount indicated in the Bid Data Sheet. Original Bid Guarantees shall be physically deposited at the offices of the MCA-Senegal II Procurement Agency, Rue 3 x B, Point E, Immeuble Talix 2�me �tage - Dakar (Senegal), within the deadline specified in the Bid Data Sheet.
