Description

The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA 23511-3392, intends to negotiate a firm fixed price contract for the procurement of a Museum Exhibit Demo and Build for Hampton Roads Naval Museum, Norfolk, Virginia, utilizing the procedures under FAR 12, Acquisition of Commercial Products and Commercial Services, FAR Part 13, Simplified Acquisition Procedures, and FAR 6.302-5(b)(6) Veterans Benefits Act. The Government intends to solicit and negotiate with only one source, ACTS Group, 1136 Jensen Drive, STE A, Virginia Beach, VA 2341-5872. The statutory authority permitting Other Than Full and Open Competition is 15 U.S.C. 657f), as implemented by FAR 6.302-5(b)(6) and FAR 6.302-1(a)(2)(i) �A statue expressly authorizes or requires that the acquisition be made through another agency or from a specified source.� The applicable NAICS code for this requirement is 236220, Commercial and Institutional Building Construction, with a business size standard of $45.0 Million. This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities website. All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 12:00 PM EST on September 13, 2023. The Capability Statement mustcontain material in sufficient detail to allow NAVSUP/FLCN to determine if the party can meet all of the requirements. All contractors doing business with this Contracting Office must be registered with a valid Unique Entity Identification (UEI) number withthe System for Award Management (SAM) website.
