Description
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source purchase order and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.� Background The Embassy of the United States of America in Copenhagen, Denmark, presently employs the services of the Morse Watchmans Inc. Keywatcher Illuminated key management system. This system represents a modular, scalable integrated key control and management solution, purposefully designed for seamless compatibility with access control and other pertinent systems. The Embassy aims to acquire additional cabinets directly from the manufacturer for several compelling reasons: Firstly, by procuring these additional cabinets directly from the manufacturer, we can ensure seamless compatibility and integration with our existing system. This guarantees that the new equipment will work in harmony with our current setup, minimizing any potential technical issues or disruptions. Secondly, the manufacturer offers specialized technical support tailored to their products. Acquiring the cabinets from a third-party vendor would entail potential compatibility risks, and relying on third-party technical support may not be as effective or efficient in addressing our specific needs. Thirdly, shipping through our Despatch Agency introduces a delay in assessing the compatibility of the new system with our existing infrastructure. �This extended evaluation period makes returning the equipment to a third-party vendor impractical. The intended purchase order, valued at $31,767.84, will be awarded to Morse Watchmans Inc. on September 20, 2023. The equipment will be shipped to the US Despatch Agency in North Brunswick, New Jersey, and subsequently forwarded to Copenhagen, Denmark. Purchasing directly from the manufacturer not only ensures compatibility but also provides access to manufacturer-specific support, ultimately enhancing the reliability and effectiveness of our key management system. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested goods and/or services, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Interested vendors must respond to this notice on or before September 19, at 3:00 pm local (Copenhagen) time by sending an email to CopenhagenProcurement@state.gov.�
