Description

This is a public synopsis of a forthcoming solicitation in accordance with FAR 36.213-2. This is NOT a solicitation, and no solicitation documents are currently publicly available. Pre-Solicitation Notice for Solicitation 36C24223B0045 Project # 528A7-23-105 Replace Roof 43 Building 1. Work is located at the VA Medical Center at 800 Irving Ave Syracuse, NY 13210 This project will be 100% set-aside for SERVICE-DISABLED VETERAN OWNED SMALL BUSINESSES. Competition for this procurement is restricted to verified VetBiz SERVICE- DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) Contractors. The SDVOSB must be a small business under the relevant NAICS code and must be registered and verified in https://www.vetbiz.va.gov. This Project has a need to replace Roof 43 (including the smaller adjacent built-up roofs 55 and 62). The entire area of the project is approximately 3247 SF, approximate Fascia and Flashing 296 LF and Reglet 116 LF, dimensions of Fascia, Flashing and Reglet are shown on the details sheet of the contract plans. Existing Roof 43 is a built-up bituminous roofing system, approximately 20 years old, and includes tapered insulation. Existing Roof 43 covers the area over the front entrance hallway to the hospital and Police Department. Roof 43 received an FCA Rating of D, FCA number 124678. This project also includes replacing the smaller adjacent built-up roofs 55 and 62. Period of Performance: Completion date is 120 calendar days from Notice-to-Proceed (NTP) date. The NAICS code for this procurement is 238160, Roofing Contractors, size standard: $16.5 million. IAW VAAR 852.219-10 the VIP listed SDVOSB. Prospective Contractor is required to perform a minimum of 25% of the construction work. Prospective contractors must be registered and certified online with http://www.vip.vetbiz.gov; and must be registered at https://www.sam.gov in accordance with 38 CFR Part 74 and VAAR 819.70 to be eligible for award. There will be a site visit held for this project and all prospective bidders are strongly encouraged to attend. Details of the site visit will be included in the solicitation document. It is anticipated that the solicitation will be issued on/about September 25, 2023.
