- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2023-04 (effective 6/2/23). It is the contractor�s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/?q=/browse/far/52. This solicitation is a Request for Quotations, numbered as 140P8323Q0005. The NAICS code is 711510, Independent Artists, Writers, and Performers (includes cons, with an associated small business size standard of $9M. This solicitation is full and open, available to all business sizes (large and small) and will result in a firm fixed price contract to a single contractor/vendor determined to be responsive and responsible. The Government will consider past performance in determining responsibility. DESCRIPTION: The purpose of this project is to provide conservation treatment and stabilization of glass plate negatives from the Ebey's Landing National Historical Reserve (EBLA) museum collection by a qualified conservator. All objects are located at EBLA on Whidbey Island, Coupeville, WA. The 125 glass plate negatives may have one or all of the following conditions: cleaving binder, loss of image, water damage, mold damage, or broken plates. Statement of Work Appendix A of this Scope of Work contains the overall condition assessment for the collection. Statement of Work Appendix B contains an itemized condition assessment for 125 negatives in need of treatment. Conservation and stabilization treatments shall be carried out by a professional conservator with demonstrable knowledge of historical photograph preservation. This conservator must also perform work according to principles and practices outlined in the Code of Ethics and Standards of Practice of the American Institute for Conservation and qualifications at Code of Ethics and Guidelines for Practice (culturalheritage.org) or https://www.culturalheritage.org/about-conservation/code-of-ethics.
