- The Defense Contracting Service Office � Richmond (DSCO-R3) intends to award a sole source contract firm-fixed price contract to Bestpass, Inc. This notice is not a request for competitive proposals; however, if interested, the Government will consider all responses. DCSO-R3 has a requirement for nation-wide toll aggregation services. Currently this requirement is being managed by one (1) enterprise level contract, with five (5) sub-level accounts being paid for with an Agency Government Purchase Card (GPC). The current contracts expire 11/24/2023. �The full requirement includes providing transponder equipment, centralized billing, and customer support. See attached PWS/J&A for Specific Details. The Period of Performance (PoP) of the anticipated action will be five (5) years (12-month base period and four (4) 12-month option periods).� The NAICS code is 485999. The SBA business size is $19,000,000. This requirement will be procured under the guidelines of FAR Part 12, Commercial Items. DCSO-R3 requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM). No award can be made unless the offeror is registered in Systems For Award Management. For additional information and to register in SAM, please access the following website: http://www.sam.gov/. In order to register with the SAM and to be eligible to receive an award from this Acquisition Office, all offers must have a DUN & Bradstreet Number. Interested parties may identify their interest and capabilities by responding to the requirement or submitting proposals. The notice of intent is not a request for quote. Any response(s) to this intent to award sole source letter should be received within five (5) days of this posting. The anticipated contract start date is 29 September 2023.
