Description
1. DESCRIPTION OF WORK: This procurement is a total small business set aside to provide quotes for Old Hickory- Horizontal Lifeline Fall Protection Supply and Installation as described in the technical plans and specifications.2. TYPE OF CONTRACT: The Government intends to award one (1) Firm-Fixed Price Commercial S Contract.3. BASIS FOR SELECTION OF AWARD: Award shall be made to the lowest priced offeror who is determined to be responsive and responsible. Quote must meet or exceed the technical specifications and delivery schedule to be considered for award.4. DELIVERY LOCATION:USACE Nashville District, Old Hickory Powerhouse15 Overlook CircleHendersonville, Tennessee5. DELIVERY DATE: 60 Calendar Days after the date of contract award (AOA). If exercised, Option 1 shall increase the period of performance by 7 additional calendar days.6. POC FOR COMMUICATIONS: Any communications regarding this procurement before award must be made in writing to the Contracting Branch, Attn: Alison Abernathy, Alison.T.Abernathy@usace.army.mil. Inquiries must identify the solicitation number, the requestor?s company name, address, email address, and telephone number to include area code.7. QUESTIONS: Prospective Offerors should submit questions concerning this Solicitation via email to Alison Abernathy at Alison.T.Abernathy@usace.army.mil no later than 1:00 PM, 15 September 2023, Central Time.8. QUOTE SUBMISSION:a. Quotes are due at the time shown in block 8. All quotes shall be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) site. (See paragraph 8 below) b. The quote shall include the following elements to be considered for award:(1) SF 1449: Filled out by the vendor for: Block 17a, Block 17b (if applicable), Block 30a, Block 30b, and Block 30c(2) Acknowledge all SF 30s, Amendment of Solicitation (if applicable).(3) CLINS: To include the Total Price for Contract Line Item Number 0001. Include the total price for all CLINS on the first page of the SF1449 in Item 24.(4) In accordance with FAR 52.204-7, System for Award Management, registration is required in the System for Award Management (SAM) database located at www.sam.gov. More specifically, An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. Submission shall be in Adobe PDF format. You are limited to twenty-five (25) maximum files per upload (total size cannot exceed 8GB). If you have a large number of files, recommend that you combine or ZIP your files before uploading to the PIEE site. Offerors may use compression utility software such as WinZip or PKZip to reduce file size and facilitate transmission.10. FILE DESCRIPTION: Include a File Description for each file(s) you upload. The File Description will be included in the email notice to each of the recipients you choose to have access your file(s). NOTE: Do NOT enter Privacy Act Data (Personal Identification Information (PII)) in the File Description.) Submission shall be in Adobe PDF format.11. RECEIPT OF SUBMISSIONS: For the purposes of establishing whether a quote submission is considered timely, the Government considers the date and time the submission is completely uploaded into the PIEE website. For quotes larger than the stated capacity of the PIEE website and require multiple submissions, the Government will consider the date and time the last submission is completely uploaded into the PIEE website. Do not assume that electronic communication is instantaneous. It can take several minutes or, in some cases, hours. The Government will not be responsible for submissions delivered to any location or to anyone other than those designated to receive bids. Offerors are responsible for ensuring that bids are submitted so as to reach the designated recipient. Offerors are responsible for allowing sufficient time for the bid to be received in accordance with the instructions provided.12. APPARENT SUCCESSFUL OFFEROR: The following may be requested from the apparent successful offeror prior to actual award of the contract:a. A minimum of one (1) banking reference for their firm and a minimum of three (3) past performance references for similar contracted work.1. The banking reference should include the financial institution?s legal name, complete physical address, a point-of contact (POC) at the financial institution, the POC?s telephone number, and email address.2. The past performance references should include firm?s name, the contract number, the contract period of performance and/or contract completion date, the contract?s aggregate value, a brief description of the project, a POC, the POC?s telephone number, and email address.
