Description
This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal (RFP), nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. NSWC Indian Head Division is requesting information from potential vendors who can provide two (2) slurry coaters for installation in a facility that will produce plastic-bonded explosives. The coaters shall be constructed of 316 stainless steel and shall adhere to ASME BPVC Section VIII-Division 1 code for pressure vessels. The coaters shall be rated for up to full vacuum, and at least 125 PSI positive pressure. The working volumes of the coaters are 500 gallons and 1,000 gallons respectively. The vendor shall be an Original Equipment Manufacturer (OEM), capable of custom fabrication to support the project. The custom features of each coater primarily consist of nozzle sizing and locations to support instrumentation, product feeds, vent lines, and spray balls. Additional technical requirements for both coaters are listed below: The coater shall include a heat transfer jacket around the working volume of the vessel. The jacket shall be suitable to hold either chilled water service or low-pressure steam (15#) The coater shall include a top-mounted, center-aligned agitator with an explosion-proof motor The coater shall have a sealable manway for operators to open and add bulk amounts of energetic solids (powder) Operators require access to the inside of the vessel for inspection and cleaning between campaigns of different explosive formulations. A crane will be provided in the building to lift the coater�s top lid and agitator out of the vessel to provide access to operators The vendor must provide for up to eight (8) removable baffles whose removal and replacement are achievable from the interior operator access The coater supports shall be lugs situated on load cells. The vessel will be set between two working floors of a process bay. A flush-mounted tank bottom valve is required to prevent any dead-leg of material from forming and clogging the drain line The coater requires one (1) testing port provided for operators to visually inspect the product with the ability to discard the sample. The design of this port should also prevent dead legs of fluid when not testing. The vessel shall be insulated for operator safety, as process temperatures will rise to 100 deg C In responding to this Sources Sought Notice, respondents should provide the following information: A description of the technical and manufacturing capabilities of the firm as an OEM A brief summary of the design process from conception to delivery that is provided to customers who have custom vessel requirements All interested sources shall also provide the organization name, address, point of contact, phone number, email address, taxpayer ID, SAM.gov UEI and/or CAGE code number/s.
