Requirement: Geriatric Education (Program) Quality Improvement Functions to be performed: The contractor shall furnish all labor, transportation, equipment, supplies, and supervision to evaluate and manage the quality improvement component; collect data; compose executive level reports; create, revise, and disseminate education materials to the Department of Veterans Affairs nationwide; and create evaluation tools for the geriatric program for the VAGLAHS. Work requires a contractor-owned IT device to be connected to a VA internal trusted network and must have a Security Accreditation Package. Contract is for program evaluation, evaluation-based geriatrics resource development, and strategic communication and dissemination for the VA Geriatric Scholars Program. Tasks and deliverables will derive from evaluation of four key areas of the VA Geriatric Scholars Program that enhance the experiences of program participants: I. Quality Improvement Program Evaluation II. Dissemination of Educational and Clinical Materials (VA Geriatric Scholars Toolkit Materials and Webinars) III. Program Evaluation Other Considerations: Joe Douglas has worked closely with Dr. Josea Kramer, the program director, over the many years to co-author research on the veteran population and has produced several research papers, VA newsletters and scientific presentations as a subject matter expert for the program. He is currently working on the submittal of two more research co-authored research papers making it critical for the program to continue with the services of Mr. Douglas. He has become an integral member of the Geriatric Scholars Program team and the failure to retain his services would cause harm to the program and current/future research projects. Based on the market research conducted, Mr. Joe Douglas appears to be the most qualified to perform the required service due to his expertise and years of experience with the Geriatric Scholars Program. His efforts have proven to be successful within the Geriatric Program, promoting continuation of research contributing efforts. Mr. Joe Douglas s services would be procured through his classification as a small business. Therefore, this requirement shall be sole sourced to Joseph R. Douglas IAW FAR Part 6.302-1.
