- Scope of Work: Loch Raven Boiler Inspection Contract General: The Loch Raven VA Medical Center requests regular boiler and auxiliary safety equipment checks located at 3900 Loch Raven Blvd. Baltimore, Md. Require inspections every 4 hours, (at 2400, 0400, 0800, 1200, 1600 and 2000), 24 hours a day, 7 days a week, 365 days a year. Cumulative hours of service would be roughly 2,190 hours based on 4-hour rotational surveillance. Scope of Work: Inspections will involve building 1, 2, 4, 5, 6, and 7. Inspector will log all deficiencies on a checklist provided by the Veterans Administration Services Facilities and Engineering department. Inspections will comply with VHA directive 1810 for proper inspections of hot water boiler and adjoining safeties. Inspectors will log the items per checklist attached and notate any deficiencies for recommended repair action. Inspector must visually inspect each boiler on campus every 4 hours, document results and report back to site supervisor of any know deficiencies. Emergency repairs or safety failures will be corrected immediately in accordance with federal standards by a competent technician. Competency will be evaluated by section supervisor and described below SKILL AND KNOWLEDGE A trained inspector/operator that is proficient in performing the following (individual boiler specific): Must possess the required skills to use stationary and industrial type power equipment. Pneumatic principles and a working knowledge of electronics to repair and maintain boilers and associated equipment. Be able to Monitor temperatures, pressures and of corresponding equipment with the ability to recognize system failure at a stationary engineer level. Startup, warmup, and shutdown of boilers. Familiar with emergency standards and procedures to safety shutdown boilers. Monitors, document and adjusts boiler pressure, water levels, temperature, and the operation of circulating pumps, chemical pumps, and control systems, return pumps, gauges, and fuel levels as necessary. Must be able to operate all equipment and controls related to each boiler in each building. Ensure all boilers are firing on each of the available fuels, Natural gas & fuel oil properly. Collection and organization of plant performance records Knowledgeable and proper function of all safety devices and must have documented formal as well as on the job training. Must possess at least 5 years of documented journeyman level experience in maintaining, observing hot water boilers / high-pressure boilers or stationary engineer license equivalent. Makes recommendations to update, renew or institute current or new practices or policies for all boilers on campus based on industry standards that are compliant with the VHA directive 1810. Must have the ability to work unsupervised. Equipment to be inspected: Two (2) 1995 Cleaver Brooks boilers with the capacity of 2,000 MBH of hot water per hour at a maximum temperature of 300 degrees with a normal operation temperature of 120-180 degrees. Two (2) 1994 Lochinvar boilers with the capacity of 990,000 BTU of hot water per hour at a maximum temperature of 230 degrees with a normal operation temperature of 120-180 degrees. One (1) 2000 A.O. Smith boilers with the capacity of 200,000 BTU of hot water per hour at a maximum pressure of 120 psi with a normal operation pressure of 80psi. Two (2) 2007 Solaris boilers with the capacity of 415,000 BTU of hot water per hour at a maximum temperature of 250 degrees with a normal operation temperature of 120-180 degrees. Two (2) 2012 LARS boilers with the capacity of 849,000 BTU of hot water per hour at a maximum temperature of 280 degrees with a normal operation temperature of 160-180 degrees. One (1) 2000 Wel Mclain boilers with the capacity of 300,000 BTU of hot water per hour at a maximum temperature of 240 degrees with a normal operation temperature of 120-200 degrees. One (1) 2019 Lochinvar boilers with the capacity of 176,300 BTU of hot water per hour at a maximum temperature of 200 degrees with a normal operation temperature of 140 degrees. All other boilers scheduled for future construction TBD and trained accordingly. Invoicing: Contractor to submit invoicing within monthly intervals. Invoicing is to be line itemed and as detailed as possible. Labor hours are to be clearly marked. Items that are not included in afore mentioned services agreement are not to be invoiced. Invoicing will be reviewed by the Contracting Officer Representative (COR) for authenticity. Items not to be billed to this contract will be equipment damage, storage fees, fuel fees, rental costs, unverified hours, travel cost, additional fees, taxes, etc. Invoices will be rejected and be required to be resubmitted if errors are detected. Ordering Activities and Officers: The Contractor and/or its staff shall not accept any instructions issued by any other person(s) other than the Contracting Officer, the COR, or his/her delegated representative acting within the limits of his/her authority. Purchase of materials will be documented and coordinated through the COR. Safety and Security Precautions: The Contractor shall comply with all applicable Federal, State, and local legal requirements regarding workers health and safety. The requirements include but are not limited to, those found in Federal and State Occupational Safety and Health Act (OSHA) statutes and regulations, such as applicable provisions of Title 29, Code of Federal Regulations (CFR) Parts 1910 and 1926. Contractor is solely responsible for determining the legal requirements that apply to activities and shall ensure safe and healthful working conditions for its employees. Contractor shall provide his/her employees with the necessary safety equipment required for performance of the contract. The contractor shall take precautions regarding fire and safety policies/procedures within VAMC and their associated Clinics. Contractor shall assume the responsibility to guard against causing of fires and/or explosions and to protect Government Property. No flammable liquids shall be stored in non-designated areas or used in the medical center without communication and written approval from the Contracting Officer Representative (COR). The Contractor and/or its staff shall immediately notify the COR of any existing or potentially unsafe conditions, i.e., frayed electrical cord, dripping, or seeping of fluids. The Contractor shall receive from the COR a permit for all cutting, welding, soldering, or Hot Work of any kind. All permits shall be prominently displayed during all activities. All necessary precautions shall be taken by the contractor to prevent accidental operation of any existing smoke detectors or sprinkler heads. HAZARDOUS MATERIAL REPORTING: The Contractor shall maintain hazardous material inventories and material safety data sheets (MSDS) for all hazardous materials (as defined in CFR 1910.120, 40 CFR s 355, 370, & 372) to be stored and used on this Medical Center. Hazardous materials must be inventoried when received and at the project s completion. The amounts used shall be maintained for the project duration. Hazardous Materials Inventories, Material Safety Data Sheets and material quantities used shall be submitted to the Contracting Officer for approval and copies furnished to the Contracting Officers Technical Representative. In the event of a spill, Contractor shall immediately notify the Contracting Officer s Technical Representative as well as the Contracting Officer. The Contractor shall be solely responsible for the expense of any cleanup and / or damage resulting of such spill, and the cleanup shall be in accordance with the applicable provisions of 40 CFR Part 761. Smoking Policy: Smoking is not permitted within the VAMC facilities. Smoking is prohibited on the campus ground or military base. Contractors found smoking in/on campus, in their vehicles will be removed from campus and contractors supervision notified. Badges and Parking: Contractor personnel are required to wear identification (I. D.) badges issued by the VA Security Office during the entire time they are on the grounds of the VAMC or one of its clinics. It is the responsibility of the Contractor s personnel to park in the appropriate designated parking areas. Parking information is available from the VAMC Security Office. The Government shall not validate or reimburse for parking violations under any circumstance. At the Loch Raven Campus, contractors will park along the designated contractors parking area The Alameda. Contractors may temporarily park vehicles closer to buildings for drop off purposes that do not exceed 30 minutes per day unless otherwise discussed with the COR. At the Fort Meade Outpatient Clinic contractors may park in the main lot next to the clinic. There are currently no restrictions to parking on that campus. Contractors may find the closest available parking space to facilitate completion of the days task at that campus.
