- Department of Veterans Affairs Veterans Health Administration September 13, 2023 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Point of Care (POC) Clinical Information Resource Bridge Contract INTRODUCTION: The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC), intends to award a bridge contract on a sole source basis with UpToDate for Point of Care (POC) Clinical Information Resource. The purpose of this contract is to act as a stop gap measure while VHA works on a follow-on acquisition. The performance period will be for eleven months. The current performance period expiration date is September 30, 2023. REQUIREMENT: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), requires an online subscription to a commercial, point of care (POC) clinical information resource. This enterprise-wide subscription shall provide access to an electronic clinical knowledge resource with synthesized full-text content for physicians and other licensed independent practitioners, and other clinical staff to assist VA health care providers in their clinical decision making and drug information needs. The POC resource also shall be available to any other VA staff who may need access in the course of their normal duties, including research staff and clinical trainees nationwide throughout the VA healthcare system. The POC resource shall provide uniform and consistent access to high-quality context-relevant health care information at the point of care for all VA health professionals and other staff. ADMINISTRATIVE: The VHA, PCAC intends on awarding this contract pursuant to the authority of FAR 13.501, only one responsible source and no other supplies or services will satisfy agency requirements. It is anticipated that a single award, firm-fixed-price contract will be awarded in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13.5. The applicable NAICS code is 519290 with a size standard of 1000 employees. DISCLAIMER: This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may identify their interest and capability to respond to the requirement by submitting a capability statement in accordance with the procedures stated herein. The capability statement may be considered by the agency only if received by the closing date and time of this notice. Any response to this notice must show clear and convincing evidence that the responding company can meet the requirements of the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
