- General Information A.������� In 2022, President Joe Biden signed into law the CHIPS and Science Act of 2022, which provides the Department of Commerce (DOC) with $50 billion for programs to support semiconductor research, development, and manufacturing�while also investing in American workers.� These programs seek to restore U.S. leadership in semiconductor manufacturing by providing incentives and encouraging investment to expand the domestic manufacturing capacity necessary to produce the most advanced semiconductors needed for applications in artificial intelligence and high-performance computing, as well as less advanced semiconductors that remain critical components of everything from automobiles to microwave ovens. In addition to major manufacturing investments, these programs will also create a dynamic new center for innovation and research, laying the groundwork for the creation of the next generation industries. REQUIREMENTS A.� Scope The CHIPS Program Office (CPO) requires access to company financial information for public and private companies in order to conduct its analysis and review of grant/loan applicants to validate assumptions and viability of the proposed projects. CPO is seeking a vendor to provide access to corporate financial data and research (both public and private) to perform financial analysis and risk assessment of applicants and sub-tier factors. The solution should have the capability to provide access to existing equity research (e.g. library/catalog of existing research from various firms). Equity research is defined as research reports that are written by research analysts at financial institutions. The access shall provide company financial information for public and private companies, equity research and other financial data in an user-friendly manner. User friendly is defined as data provided in a clear and clean manner that reduces the time burden on the individual users to do the analyses required for our work The financial data software solution should be a single source and able to be incorporated into Microsoft Excel.. Small businesses are defined under the associated NAICS code for this effort, 513210 Software Publishers as those domestic sources having $47.0M. Please include your company�s size classification and socio-economic status in any response to this notice. Instructions to Responders: Interested parties that have the capabilities to meet the Government�s basic requirements are requested to email capabilities statement of no more than 30 pages, describing their abilities to meet all requirements to monica.brown@nist.gov no later than the response date of October 5, �2023, 12:00 p.m. EST for this sources sought notice. Also, please provide a copy to Tiffany.Johnson@nist.gov and �daniel.manning@chips.gov.� The report should include relevant information to your capabilities including any requirements that cannot be met or is deemed close to but not meeting an identified requirement. Also, the following information is requested to be provided as part of the response to this sources sought notice: Name of company(ies), their addresses, and a point of contact for the company (name, phone number, fax number and email address) that provide the services for which specifications are provided. Indication if the company(ies) are small business and/or any other social economic category(ies).� Please highlight if company is an 8(a) and/or owned by an Alaska Native Corporation, Indian Tribe, Native Hawiian Organization, Community Development Corporation; HUBZONE, SDVOSB, EDWOSB or WOSB. Indication of whether the services required are currently on one or more GSA Schedule (i.e. Multiple Award Schedules [MAS]) contracts and, if so, the GSA MAS contract number(s).
