Single Source Justification for SAP under the SAT Page 1 of 1 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C262-23-AP-6613 Contracting Activity: Department of Veterans Affairs, VISN 22, Network Contracting Office 22, Northern Arizona VA Healthcare System. 2237: 649-23-3-6076-0091 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The services being requested encompass a comprehensive software solution for the Northern Arizona VA Healthcare System's facility management, centered around the Johnson Controls Metasys platform. The contract will cover a one-time upgrade of the existing Metasys software to the latest version, followed by a five-year software subscription service to ensure continuous access to updates, security patches, and technical support. This upgrade and subscription service are crucial to maintaining the efficient operation of HVAC systems within the Northern Arizona VA Healthcare System facilities. ESTIMATED PERIOD OF PERFORMANCE: BASE PERIOD: 09/10/2023 09/09/2024 OPTION YEAR 1: 09/10/2024 09/09/2025 OPTION YEAR 2: 09/10/2025 09/09/2026 OPTION YEAR 3: 09/10/2026 09/09/2027 OPTION YEAR 4: 09/10/2027 09/09/2028 Estimated total contract value: $111,337.00 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Johnson Controls possesses unique characteristics that limit the availability of their Metasys Software Upgrade and Software Subscription services to only one source. As the original equipment manufacturer (OEM) of the existing Metasys software installed at the Northern Arizona VA Healthcare System, Johnson Controls has an unparalleled understanding of the system's intricacies and requirements. The Metasys software is integral to the facility's building automation and control system, ensuring the efficient operation of critical systems such as HVAC and monitoring capabilities. The specialized knowledge and expertise possessed by Johnson Controls in their proprietary software make them the sole provider capable of performing the necessary software upgrade and subscription services. Uniqueness of the Contractor: Johnson Controls is the only manufacturer and provider of the Metasys software, which is specifically designed to integrate seamlessly with the existing building automation and control system infrastructure at the Northern Arizona VA Healthcare System. Their unparalleled expertise and in-depth knowledge of the software's functionalities are crucial for successfully executing the software upgrade while ensuring compatibility and system integrity. Compatibility and Integration Requirements: The Metasys software is tightly integrated with the facility's HVAC infrastructure and systems. Replacing the software with an alternative provider would require extensive modifications to the existing infrastructure, resulting in significant costs, potential disruptions to operations, and potential risks to patient care. Continuity and Minimal Disruption: The Northern Arizona VA Healthcare System heavily relies on the Metasys software to maintain optimal environmental conditions for patient care and staff comfort. Description of market research conducted and results or statement why it was not conducted: Market research for the procurement of Johnson Controls Metasys Software Upgrade and Software Subscription services at the Northern Arizona VA Healthcare System was conducted comprehensively and rigorously. The Small Business Administration's VetCert database was utilized to identify potential Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs) capable of providing the required services. Additionally, the Contracting Officer's (CO) extensive personal knowledge and experience in procuring services of this nature were leveraged to identify potential sources. The results of recent market research conducted for similar requirements were thoroughly reviewed to gain insights into potential vendors and their capabilities. Furthermore, a thorough query of the Government-Wide database (www.fpds.gov) was performed to analyze past contracts and awards in the relevant field. The combination of these research methods has ensured a comprehensive understanding of the market landscape and has led to the determination that Johnson Controls is uniquely qualified to deliver the necessary Metasys software upgrade and subscription services with the highest degree of expertise and reliability. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
