- OVERVIEW This Commercial Solutions Opening (CSO) solicitation is issued in accordance with Defense Federal Acquisition Regulation Supplement: Defense Commercial Solutions Opening (CSO) (DFARS Case 2022-D006) NAICS�Code�and�associated description: 541611 - Administrative Management and General Management Consulting Services, 541614 - Process, Physical Distribution and Logistics Consulting Services, 541690 � Other Scientific and Technical Consulting Services Federal�AgencyName�and�Contracting�Officer�Address: 763 Enterprise Sourcing Squadron/ Acquisition Flight A (763 ESS/PKA) 510 POW/MIA Dr. Scott AFB, IL. 62225 Commercial Solutions Opening Title:�This is a combined synopsis/solicitation. Commercial�Solutions�Opening Number:�FA4452-23-S-C-0001 Commercial Solutions Opening Type:�This is the initial announcement.�This will be a Two-Step Closed type CSO. Two-Step Closed: Offerors are invited to submit brief descriptive White Papers (step one) in lieu of proposals. White Papers shall include a brief description of the proposed solution and will be no greater than five (5), one sided, pages in length and will include a rough order of magnitude (ROM). An unfavorable White Paper evaluation will bar the offeror from further consideration. Proposals (step two) will be requested from offeror(s) selected in the White Paper evaluation process. When proposals are received, they will be evaluated, negotiated, and selection decisions will be made. First Step: CSO: The overall CSO will remain open until 30 September 2023 at 1600 CST. Submission dates for individual AOIs: AOI (1) Industry Aviation Analysis: WHITE PAPER DUE DATE AND TIME: White papers will be accepted until 6 September 2023 at 1400 CST. White papers may be submitted at any time during this period. White Papers received after specified date and time, will be considered late in accordance with 52.212-1(f). AOI (2) Aerial Port In-transit: WHITE PAPER DUE DATE AND TIME: White papers will be accepted until 19 September 2023 at 1400 CST. White papers may be submitted at any time during this period. Type of Contract:�The Air Force anticipates the award of a Firm-Fixed Price type contract in�accordance with FAR Part 12.�Offerors are encouraged to review FAR 52.212-4 and 52.212-5�for�standardterms�and�conditions�of�a�FAR�Part�12�contract.�In�addition,�the�Air�Force reserves�the�right�to award an Other�Transaction for�Prototype�Projectin accordance�with 10�U.S.C. 2371b. Anticipated Number of Awards:�The Air Force does not currently have an anticipated number of awards.�However,�the�Air�Forcereserves�the�right�to�awardone�or more,�or�no,�contracts�for�all, part, or�none�of the�proposals received. PURPOSE: This Commercial Solutions Opening (CSO), issued in accordance with Defense Federal Acquisition Regulation Supplement: Defense Commercial Solutions Opening (DFARS Case 2022-D006), is a competitive solicitation focused on technologies/solutions to meet the mission of Air Mobility Command (AMC) A4/A4RM. The Government seeks to obtain innovative solution(s) or potential new capabilities to fulfill requirements, close capability gaps, or provide potential technological advancements in the capability areas listed below. Innovative�means: Any�technology,�process, or�method,�including research�and development�that�is newas�of the date of�submission of a�proposal; Any application of an existing technology, process, or method that is new as of the date of�submission�of submission of a�proposal; or A�new�application�or�adaptation�of�an�existingtechnology,�process,�or�method�as�of�the�date of submission of a�proposal. All items, technologies, and services acquired using a CSO will be treated as commercial�items�if�they�meet�above definition of innovative.�The�Government�encourages�proposals that�span�a�wide�spectrumof�possible�technical and�business solutions�in�response to�the specific technology�areas/topics/areas�of�interest stated�herein. Awards resulting from this CSO will be made based on the evaluation results of a Two-Step�proposal process.�The Government reserves the right to fund all, some, one, or none of the�proposals submitted; may elect to fund only part of a submitted proposal; and may�incrementally fund any or all awards under this CSO.�All awards are subject to the�availability�of�funds.�All�contracts entered�into under�the�CSO�will�be FAR�Part�12,�Fixed Price�type�contracts to include fixed price�incentive�contracts.
