Description
The Services Contract Division, C411, Norfolk Naval Shipyard (NNSY), Portsmouth, VA intends to negotiate a Firm Fixed-Price contract for the attached Statement of Work, for the Norfolk Naval Shipyard, Portsmouth, VA 23709. The NAICS Code is 332439 and the Small Business Standard is 600 employees.� The proposed contract will be solicited as UNRESTRICTED.� This requirement is SOLE SOURCED to Energy Solutions Services Inc, Charlotte, NC.� No other manufacturers will be considered. The relevant market for 10-160B cask maintenance is relatively small. Energy Solutions (ES) is the designer of the 10-160B cask and holds the safety analysis report for this cask and maintains cask compliance with the NRC. They have integral knowledge of the cask and utilize this equipment frequently. Per contract N4215819DE002, ES executes all maintenance on NAVY owned 10-160B casks. Additionally, ES certifies these casks for Type B radioactive DOT shipments. Part of the certification is to certify that the Low Pressure Resin Catch Tank is fully supported and braced prior to each shipment. For another contractor to perform the work per SOW, they would be required to receive certain proprietary information from ES, which cannot be assured will be possible by other contractors. ES would also have to certify shoring provided by different contractor meets their standards for type B compliance and transportation. Failure to meet this certification would result in unusable shoring for 10-160B casks. FOB Destination applies.� Responsibility and Inspection:� unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control.� � All responsible sources may submit a quotation which will be considered by the Government for future contract opportunities.� By submitting a quotation, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.� Failure to do so may represent grounds for refusing to accept the quotation.� The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the vendors at any time prior to award.� By submission of a quotation, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from a solicitation, except for awards to foreign vendors for work to be performed outside the United States.� Lack of registration in SAM database will make a vendor ineligible for award.� Vendors may obtain information on registration and annual confirmation requirements by visiting https://www.sam.gov.� Please direct questions regarding this requirement to Jason Fittro at jason.fittro@navy.mil.
