- In accordance with FAR 6.302-1, the National Geospatial-Intelligence Agency (NGA) believes BAE Systems Information and Electronic Systems Integration, Inc. [address: 10920 Technology PL, San Diego, CA, 92127] is the only responsible source, and no other type of service will satisfy agency requirements. Pursuant to FAR 6.302-1(a)(2)(iii), the �services may be deemed available only from the original source in case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in � (A) substantial duplication of cost to the government that is not expected to be recovered through competition; or (B) unacceptable delays in fulfilling the agency�s requirements.� NGA is providing this special notice of intent to award a contract modification to BAE to increase the Sustainment & Operations for National System for Geospatial-Intelligence (NSG) Consolidated Library (NCL) NCL Integration & Closure (SONIC) Strike single-award IDIQ Contract maximum ceiling. The contract stated maximum ceiling was established based on current estimates (at time of award) and is subject to change. The SONIC Strike contract provides the NSG User Community with sustained support of, and access to, NCL GEOINT data, products, and capabilities. The contract provides support to the NCL Application Service Provided (ASP) software baseline to include maintenance, design, engineering, test, integration, and deployment tasks necessary to implement a cohesive sustainment effort of the NCL ASP consolidated software baseline. Furthermore, the contract provides development support to the factory and enterprise testing, deployment, readiness milestones, and transition to operations efforts for the NCL infrastructure and functional capabilities for future capabilities to include new data types, data formats, NSG data repositories, and/or catalogs into the NCL architecture to meet emerging mission needs. In addition to providing 24x7 Tier-2/3 system support, the requirement includes support of the existing NCL baseline, which consists of a million+ Source Lines of Code (SLOC). The NCL software integrates with the NSG architecture, interfaces with internal and external clients, and manages an extensive amount of NSG data holdings. BAE has in place the infrastructure, baseline, capabilities, and established interfaces necessary to complete the required tasks. The SONIC IDIQ Contract ordering period remains a 5-year period ending on 31 July 2024. This notice is in accordance with FAR Subpart 5.2, and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
