- The Department of State (DOS) Office of Acquisition Management (AQM), Diplomatic Security Contracts Division (DSCD),Security Branch (SB) intends to award a sole source contract to the Skinny Research & Development LLC,�1713 HAYNES AVE NE, HUNTSVILLE, AL 35811-2124 �pursuant to FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from�one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This action will provide awareness courses on both fundamental and technical security countermeasure VoIP concepts for the Department of State�s Bureau of Diplomatic Security, Directorate of Cyber and Technology Security (CTS) directorate, Office of Technology Innovation and Engineering (TIE), Division of Facility Technologies (FTD). Description of Requirement: The Government requires awareness courses on both fundamental and technical surveillance countermeasures (TSCM) VoIP concepts and how the network aspects of the VoIP telephone systems are vulnerable to additional cyberattacks.� The awareness courses should be specific to systems used in the federal government and relevant to the work performed by team members within DS/CTS/TIE. Personnel expected to attend the course is between 10 - 20. VoIP awareness courses shall include, but are not limited to, the following topics: VoIP Fundamentals Introduction to infrastructure and hardware for enterprise VoIP system VoIP topology, protocols, and networking overview How to build, administer, and troubleshoot a VoIP communications system � TSCM Technical Surveillance Countermeasures How does to examine a VoIP system (phones, servers, and infrastructure) to detect if it has been compromised. How to analyze VoIP ethernet traffic to determine the difference between normal and nefarious activity. All learning activities should be reinforced with hands-on lab exercises. All awareness courses shall be delivered at a location and time determined by the government. This notice is not a request for competitive quotes, however, IAW FAR 5.207(c)(16), all responsible sources may submit a bid, proposal, or quotation which, if timely received, will be considered by DOS. Responses must be submitted no later than 09/25/2023 at 9:00 AM ET to Sara Marron at MarronSM2@state.gov. The Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the expense of the interested party.
