- The Air Force Test Center (AFTC), Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures to PESA Switching Systems, Inc., of Huntsville, AL for replacement parts for PESA Cheetah Hardware. The PESA Switching Systems, Inc does not have authorized resellers and is the only vendor that an provide this hardware upgrad. They are the sole vendor of the PESA Cheetah Hardware and there are not authorized resellers. IAW FAR 5.203(a)(1), the Anticipated award date is on or before 26 September 2023. The NAICS Code is 334220 and the SBA Size Standards is 1,250 employees. PSC 5820. The Government intends to negotiate with only one source under the authority of 10 United States Code (USC) 2302(b), as implemented by FAR 13.106-1(b)(1)(i) and AFFARS 5313.501. This is a Synopsis of Contract Action; thus, this document does NOT Constitute a Request for Quotations.� Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZZG will take procurement action in this matter. The purpose of this synopsis is to notify industry of the USAF�s intent of contract action and possibly gain knowledge of other potentially qualified sources. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Government recognizes that proprietary data may be a part of this effort and cautions that such data be clearly marked �restricted� or �proprietary� data, and present it as an addendum to the non-restricted/non-proprietary information. No costs will be incurred by the Government for submittals in response to this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government�s requirement.� In addition, the response should indicate the contractor�s size status in respect to NAICS Code 334220 and indicate completion of Offeror Representations and Certifications -- Commercial Items provision FAR 52.212-3 which can be done electronically via SAM.GOV.� If the offeror does not have a copy of this provision, go to http://farsite.hill.af.mil/ �to get a copy or contact the contract specialist by email to receive a copy.�� Any responses received without 52.212-3 will be considered non-compliant.� Further, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. The anticipated award date is September 26, 2023.� Responses must be received no later than (NLT) 12:00 p.m., Pacific Standard Time, September 22, 2023.� Responses should be submitted to:� Directorate of Contracting, AFTC/PZZG (Denina Solomon and Sabrina Swain), 5 South Wolfe Avenue, Building 2800, Edwards AFB, CA 93524-1185.� E-mail is preferred method � denina.solomon@us.af.mil and sabrina.swain.1@us.af.mil. This notice of intent is not a request for competitive proposals.� However, the Government will consider all responses received within 1 day of the publication of this notice.� A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
