- NOTICE OF INTENT The 502d Contracting Squadron intends to award a firm-fixed-priced purchase order on a sole-source basis to TSE Entertainment LLC for a professional featured Vocalist. The United States Air Force (USAF) Band of the West is a musical organization whose mission is to inspire immediate and long-lasting morale and esprit de corps for Joint Base San Antonio, Texas (JBSA) and the United States of America. To support this effort, the Band of the West reaches over six million listeners via live and televised events each year. Under the direction of the Commander, Air Force Bands actively design a wide variety of musical events to bridge language and cultural differences to engage, inform, entertain, and inspire audiences. Bands perform the right music for the right event and utilize performing styles and techniques to establish a sense of commonality and community with targeted audiences. In support of this mission, the Band of the West is seeking the services of a professional featured Vocalist for its 39th Annual Holiday in Blue performances at a top-class concert venue in San Antonio, TX. The events will be performed for in-person audiences and will also be recorded for future broadcast on television as well as Air Force media and social media outlets. The vocalist is required to have the following salient characteristics: National Exposure and Name Recognition. Vocalist must have been designated as a finalist, or to have made it to the finals (final 10-13 contestants) or final round of a nationally televised performance competition such as �America�s Got Talent,� �The Voice�, �Nashville Star� or �American Idol.� Patriotic Image. Must have performed the National Anthem at major sporting events such as The National Football League�s Super Bowl or Major League Baseball�s World Series to bolster the patriotic nature of the performance. Music Industry Leader. Vocalist must have reached the top 20 on the American Billboard Hot 100, the music industry standard record chart in the United States for songs. Technical Capability. Vocalist must sing fluidly in the concert pitch range of C#3 to A#4. Vocal range must be verifiable by providing internet hyperlinks to recorded performances that display the required vocal range. Association with Previous Band of the West Guest Artists. To generate a greater local audience marketing reach and capitalize on audience interest gained through previous Holiday in Blue Guest Artist popularity, the vocalist must have performed in collaboration, either live or recorded, with a Guest Artist performing in a prior USAF Band of the West Holiday in Blue live performance or broadcast performance. Christmas Album. Vocalist must have a minimum of one previously recorded Christmas Album and will allow the Band of the West to create arrangements of any of the songs from the album to be performed by the productions ensembles to accompany the vocalist as part of the performance. Media Reach. Must have at least 360,000 monthly listeners on the Spotify music platform. Must have at least 50,000 subscribers on their official YouTube channel. Must have at least 68,000 followers on Instagram. Media Reach must be verifiable by providing screenshots that display the required listener, subscriber, and follower numbers. Vocalist will use their social media platform to impart a positive military image of the Department of Defense and the Band of the West. Period of performance: 11 through 13 December 2023 The proposed action is for delivery of the required product which the Government intends to solicit from one source under the authority of FAR 13.106-1(b)(1).� Interested persons may identify their interest and capability to respond to the requirement NLT 12:00 PM Central, 3 October 2023. This notice of intent is neither a request for competitive quotes nor a solicitation for offers. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged ��A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
