NOTICE OF INTENT TO AWARD SOLE SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 U.S.C. 2304(c)(1) set forth in Federal Acquisition Regulation (FAR) 6.302-1 and Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information 206-302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Army Contracting Command-Orlando (ACC-ORL) has identified a need to award a sole source, fixed price contract to OST, Inc. (CAGE 1NCB1), to continue to perform Systems Engineering and Technical Assistance (SETA) II services. The anticipated contract is needed to ensure the continued provision of SETA services to Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) as well as to address limited requirements of PEO STRI customers, related to PEO STRI�s mission, and ACC-ORL in direct support of PEO STRI. Services performed under this sole source action may include continued administrative support, vision statements and doctrine; development of architectures; program support e.g., acquisition and budget planning, business and financial programming and execution, modeling, simulation, simulator, training device, and instrumentation development, documentation, fielding and execution, system analysis and integration, integrated logistics support, strategic planning, contingency and mission support, program oversight, independent verification validation and test evaluation, prototype development, sustainment and operation, and analysis of emerging technologies, support; subject matter expertise on military tactics, techniques, and procedures.� The SETA II contract was originally awarded on 18 January 2017. Performance under the SETA II contract began on 10 May 2017 with an original end date of 9 May 2022. A previously approved J&A allowed for an 18-month extension and the contract end was extended from 9 May 2022 to 9 November 2023. Although proposals have been received in response to a new competitive solicitation for the ongoing services under the SETA III effort in accordance with RFP # W900KK-21-R-0035, it is unlikely post-award protests will be addressed prior to the expiration of SETA II. As evaluations are completed for the SETA III competition, the Government has identified a number of indicators that show that a follow-on contract will be required and that award to any source other than OST, Inc. will result in both substantial duplication of costs to the Government as well as unacceptable delays in fulfilling the agency�s service contracting requirements.� This Notice of Intent is being posted in anticipation of preparing a sole source justification for this action. No solicitation will be posted as a result of this notice. This notice of intent is not a request for competitive quotes, however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency in making its final decision. All information received by 12:00 PM EST on 5 October 2023 may be considered by the Government. Responses shall be submitted to Jamie Davies, Contract Specialist at jamie.n.davies.civ@army.mil. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. This notice complies with FAR 5.101. ACC-ORL will not be responsible for any costs incurred by responding to this notice.
