- INTENT TO SOLE SOURCE The Department of Veterans Affairs Network Contracting Office (NCO) 6, Salisbury Veterans Affairs Medical Center (VAMC) intends to enter into a sole source procurement with Datex-Ohmeda, Inc., a GE HealthCare business, 3030 Ohmeda DR., Madison, Wisconsin, 53718-6704. NAICS 811210- Electronic and Precision Equipment Repair and Maintenance. The proposed contract action is to provide a full-service agreement for Anesthesia Equipment as listed below: Item Description Location 1 Vendor is to provide full on-site support to include all labor, parts, tools, trace-gas analysis, and travel for both corrective and preventative maintenance needs for the equipment listed below. Respiratory Airway Modules Serial Numbers: 6999549, 6999499, 6994079, 6999494, 7002045, 7002241, SGV21170105HA, SGV21190026HA, SGV21190049HA, SGV21190077HA AVANCE CS2 Anesthesia Machines Serial Numbers: APKS00745, APKS00783, APKS00784, APKS00785, APKS00786, APKS00787, APKA01231, APKA01232, APKA01233, APKA01234 Salisbury VAMC 2 Vendor is to provide full on-site support to include all labor, parts, tools, trace-gas analysis, and travel for both corrective and preventative maintenance needs for the equipment listed below. Respiratory Airway Modules Serial Numbers: SGV17150027HA, SGV18250046HA, SGV20130133HA AVANCE CS2 Anesthesia Machines Serial Numbers: APKW01535, APKW01536, APKX01624 Kernersville HCC 3 Vendor is to provide full on-site support to include all labor, parts, tools, trace-gas analysis, and travel for both corrective and preventative maintenance needs for the equipment listed below. Respiratory Airway Modules Serial Numbers: SGV17180039HA, SGV17220010HA, SGV17220028HA AVANCE CS2 Anesthesia Machines Serial Numbers: APKW01530, APKW01531, APKW01532 Charlotte HCC 4 Vendor is to provide vaporizer efficacy testing and trace gas analysis on all Avance units at all locations. All Sites 5 Vendor is to provide Consumables for all AVANCE CS2 Machines (qty 12) to include: BELLOWS SA ADULT ABA W/DISK-RING-BUMPERS BCG: 1 per Year DIAPHRAGM AND SEAT SUBASSY ABA, BCG: 1 per Year FLOW SENSOR, LEGACY VAR ORF BCG: 2 per Year GALVANIC OXYGEN SENSOR: 3 per Year SCAVENGER BAG 3L W/BRUSH 19MM EVAC: 2 per Year Quantity limits per year are per device. All sites The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b), Soliciting from a single source. Contract will be for an estimated period of performance 01 October 2023 30 September 2024. This notice of intent is not a request for quotation. Interested parties may identify their interest in the requirement and capabilities to stephanie.thompson20@va.gov no later than 3:00 PM EST, September 26, 2023. Telephone inquiries will not be accepted. All information shall be furnished at no cost or obligation to the government. (a) Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufacture or gray market items will be acceptable. (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right to enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items. No solicitation will be made available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to complete this proposed contract based upon responses to the notice is solely within the discretion of the Government.
