- THIS IS A PRE-SOLICITATION NOTICE IN ACCORDANCE WITH FAR 5.203. A SOLICITATION IS ANTICIPATED AND FORTHCOMING. NO RESPONSES ARE REQUIRED FOR THIS NOTICE. THE OFFICIAL SOLICITATION WILL BE POSTED TO SAM.GOV UNDER A SEPARATE COVER. The U.S. Department of Labor, Office of the Senior Procurement Executive (OSPE) anticipates issuing a Request for Proposal (RFP) for Expert Witness and Compliance Assistance Support services in support of the�Occupational Safety and Health Administration (OSHA). The contractor shall provide occupational safety and health experts (subject matter experts) to serve as expert witnesses for OSHA�s litigated enforcement cases and to develop compliance assistance material.� Services will include locating subject matter experts in occupational safety and health, and development of compliance assistance material on a wide range of safety and health topics, in an effort to significantly improve OSHA�s litigation efforts in carrying out its statutory responsibilities in the areas of occupational safety and health enforcement. The RFP will be posted on SAM.gov approximately 15-30 days after publication of this notice. The RFP will be restricted to eligible 8(a) contractors. The anticipated contract will be a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a period of performance of one 12-month base period and four 12-month option periods. Potential offerors will be responsible for obtaining the solicitation and related amendments, if any, from SAM.gov after the solicitation is posted. The Government will not maintain a mailing list. All questions must be submitted in writing and will be addressed in the forthcoming solicitation.
