- NOTICE OF INTENT TO AWARD SOLE SOURCE The 773d Enterprise Sourcing Squadron (773 ESS) intends to award a Firm-Fixed-Price (FFP) purchase order to a single source, Springer Nature Customer Service Center, LLC., under the authority of FAR 13.106- 1(b)(1)(i) (only one source reasonably available) on or about 20 September 2023. The period of performance (PoP) shall be from 29 September 2023 � 28 September 2024. PSC: 7630 NAICS: 519210 Small Business Size Standard: $21M Subscription: Springer Nature Customer Service Center, LLC Supplier: Springer Nature Customer Service, LLC Product Description: AFSVC/VCL is purchasing an enhanced access license to a core collection of 3 weather e-subscription titles for 557 Weather Wing.� These journals are mission-critical; directly addressing the unique nature of the 557 Weather Wing mission.� 24 hours a day, 7 days a week, 365 days a year, our dedicated weather research personnel require information from these vital publications in order to perform their day-to-day jobs.�� The purchase of these journals must have peer reviewed journals and scholarly publications to provide required information for our dedicated team of weather of scientists, engineers and research personnel publications in order to perform their day-to-day jobs. �In addition, the online database must be a part of a larger scholarly portfolio that supports the database and can be searched in conjunction with the other resources. The database must be able to meet the technical and security requirement for access to DAF Weather Agency (557 WW) systems. Product Characteristics an Equal Item Must Meet to Be Considered: Perpetual online access to specific journals: Theoretical & Applied Climatology Solar-Physics Journal Space Science news The online database must be a part of a larger scholarly portfolio that supports the database and can be searched in conjunction with the other resources. Must have peer reviewed journals and scholarly publications to provide required information for our dedicated team of weather of scientists, engineers and research. Must be able to meet the technical and security requirement for access to DAF Weather Agency (557 WW) systems. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. The Government will consider responses received within 5 days of issuance of this notice. Information received will normally be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement or a small business set aside competitive procurement. The Government will not pay for any information received in response to this announcement. If the Government decides to compete this requirement, a synopsis shall be issued utilizing the combined synopsis/solicitation procedure identified in FAR 12.603. If this effort becomes a Small Business Set-Aside, FAR 52.219-14, Limitation on Subcontracting, will apply. Therefore, small businesses that want to be considered for a small business set-aside should demonstrate how they intend to comply. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Identification as a large U.S. business, a small U.S. business, or a foreign business. Please note that size indicated should be based on the NAICS code for this effort listed above. Responses must address how the alternate product meets the product characteristics specified above. Submitted information shall be UNCLASSIFIED.
