Request for Information Request for Information Page 8 of 8 Sources Sought Notice Sources Sought Notice Page 1 of 8 NOTE: A previous RFI 36C10A24Q0003 was posted. Utilize the RFI Post moving forward. THIS IS A Request for Information ONLY. The Department of Veterans Affairs (VA), Office of Information & Technology (OIT) has a requirement to provide state-of-the-art telephone and data technologies. Part of that responsibility includes ensuring that VA Medical Centers (VAMCs) and all subordinate offices that are geographically dispersed throughout the United States (US) have continuous telecommunication service necessary to conduct their day-to-day operations. VA utilizes the National Local Exchange Carrier (LEC) Next Generation (NLEC-NG) contract to acquire its requisite telephone services. Building upon the successes achieved through the National LEC Next Generation (NLEC-NG) contract, VA seeks to establish the Enterprise Voice Services contract vehicle to acquire commercial Circuit Switched Voice Service (CSVS) to include Long Distance, Toll-Free, and Enhanced Toll-Free, herein termed VA Voice Services. A Single Award, Indefinite Delivery, Indefinite Quantity (IDIQ) Requirements contract, VA Voice Services will align with Federal Government priority goals otherwise referred to as crosscutting goals as well as management-improvement objectives across the Federal Government. Centralized administration of VA Voice Services at the enterprise level will ensure that OIT accomplishes its goal of reducing overall telecommunications expenses with minimal time of implementation as well as the improvement in support, reporting, auditing, and invoicing. OIT will consolidate CSVS services to all facilities; centralize administration of CSVS services; and reduce overall long distance and toll-free expenses to service delivery points within the Enterprise. This notice is issued solely for information and planning purposes it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the VA to contract for any supply or service. Further, the VA is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this request for information notice. The VA will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code is: 517111, Wired Telecommunications Carriers Wireless Telecommunications Carriers (except Satellite) with a size standard of 1,500 employees. Attached is a copy of the Draft VA Enterprise Voice Services Performance work statement (PWS), Service Delivery Point Addresses, and Price Schedule. VA is requesting that Interested Contractors provide feedback on the draft PWS and recommendations on feasibility for VA s desire for flat/static rate pricing for voice services. For Example: Innovative Commercial solutions, Type of Contract, Price Schedule and Industry best practices for the services outline in the PWS.
