- VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT Last Updated: 02/01/22 Page 1 of 1 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C248-23-AP-6977 Contracting Activity: Department of Veterans Affairs, VISN 08, Malcolm Randall VA Medical Center 2237# 573-23-4-774-0191 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Emergency requirement for SMT COVID Patient Service for NF/SG VA Medical Center. This is for Non-Emergency, Special Mode Transportation (SMT) service as identified within the performance work statement (PWS) for the North Florida/South Georgia Veteran Health System (NF/SG VHS), and its associated healthcare facilities, for beneficiaries that have not passed the COVID-19 screening or who have tested Positive. The NF/SG VHS has two current contracts for providing SMT services. However, neither of these contracts include measures for transporting beneficiaries that have not passed the COVID-19 screening or who have tested Positive. There is a need to have a contractor available to transport these patients until the COVID-19 pandemic has subsided. Estimated Amount: $40,250.00 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is an Emergency requirement, IAW FAR 13.106-1. Incumbent Vendor was previously providing these services, as well as similar services to non-COVID-19 patients. They are a registered SDVOSB and are uniquely positioned to meet the VA s need. All other vendors would require significant start-up costs or extended time in order to be ready to provide these services. Description of market research conducted and results or statement why it was not conducted: Due to the urgent nature of this service, limited market research was conducted. The VIP database was surveyed for SDVOSB/VOSB vendors under NAICS 485991, results showed 242 potential SDVOSB/VOSB vendors. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
