- Description
- The Office of the Comptroller of the Currency (OCC), a bureau of the Department of the Treasury, intends to issue a sole source purchase order utilizing Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures in accordance with 41 USC 253(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements� The purchase order will be awarded to Morningstar Inc., 22 West Washington Street, Chicago, IL 60602. �The purchase order will renew the OCC's existing licenses for Advisor Workstation. �The OCC requires an Investment Analysis tool to be used by the OCC�s 401(k) Investment Committee and the OCC�s Asset Management group. �The Investment Committee members will use this tool to conduct research, analyze plan lineups, designating watch list, replacement or improving share class, and for posting relative data on the OCCNet to meet fiduciary responsibility. �The Asset Management group requires the tool in order to monitor, research and provide Bank Examining analysis.� Morningstar Investment Research Tool provides the 401(k) investment sub-committee members with a deep analysis for the fund menu, expense ratio and performance of funds.� The period of performance for this requirement is September 30, 2023 through September 29, 2024. This notice of intent is not a request for competitive quote; a solicitation document will not be issued. �However, any interested party that believes it can meet the described subscription of services may identify themselves and must provide evidence of their capability to fulfill the requirement being requested.� All responses received in writing within one (1) calendar day after date of publication of this notice will be considered by the Government. �Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. �A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. �Information received will be considered solely for determining whether to conduct a competitive procurement. Responses must be submitted in writing to the Contracting Officer, John R. Baumert, via email at john.baumert@occ.treas.gov, no later than the timeframe noted above.� Telephone responses and requests will not be received.
