SPECIFIC PROCUREMENT NOTICE (SPN) Country: Republic of Kosovo Project Name: Program Administration Procurement Title: Technical Evaluation Panel Member for the procurement of �Recruitment of a Training Consultant for the MESPI Capacity Building Activity� Procurement Ref. Number: 23-4002 Type of Procurement (goods, works or services as applicable): Selection of Individual Consultant Employer: Millennium Challenge Account- Republic of Kosovo Publication Date: September 27, 2023 Submission Deadline: October 18, 2023, 17:00h Kosovo local time The Millennium Challenge Account - Republic of Kosovo has received financing from the Millennium Challenge Corporation toward the cost of the grant aimed at poverty reduction through economic growth in Kosovo on July 15, 2022, in the amount of US $202,000,000 (the �Compact�) and a corresponding contribution from the Government of approximately US $34,670,600, and intends to apply part of the proceeds toward payments under the contract for TEP Member for �Recruitment of a Training Consultant for the MESPI Capacity Building Activity�. MCC�s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. So, when a contract is signed with an MCA Entity, money is already available to the MCA Entity and, for most contracts, invoices are paid directly to Contractors/Consultants/Suppliers by the US Treasury. The Government has designated the Millennium Challenge Account � Kosovo (�MCA-Kosovo�) to oversee and implement the proposed compact program in accordance with the terms of the Compact. The Government is represented by MCA-Kosovo, which was formed by the GoK for the purpose of developing the Compact. MCC requires that all beneficiaries of MCC Funding, including the MCA Entity and any applicants, Bidders, Suppliers, contractors, Subcontractors, consultants, and sub-consultants under any MCC-funded contracts, observe the highest standards of ethics during the procurement and execution of such contracts. MCC�s Policy on Preventing, Detecting and Remediating Fraud and Corruption in MCC Operations (�MCC�s AFC Policy�) is applicable to all procurements and contracts involving MCC Funding and can be found on the MCC website at: https://www.mcc.gov/resources/doc/policy-fraud-and-corruption. MCA-Kosovo now invites applications for eligible Consultants to serve as Technical Evaluation Panel (TEP) Member to evaluate proposals which will be received for the procurement of �Recruitment of a Training Consultant for the MESPI Capacity Building Activity�. The Services will be is expected to start after October 30, 2023, and the intended contract duration will be up to February 29, 2024. The actual number of working days will be determined by the CDT based on the number of proposals received, however, it has been estimated 10 days LOE during the duration of the contract. More details on these services are provided in the Terms of Reference in Section IV of the RFA. This procurement process will be conducted through the Selection of Individual Consultant (�SIC�) method procedures as specified in the MCC Program Procurement Guidelines (PPG) and is open to all eligible consultants as defined in the PPG. Consultants interested in receiving the RFA and submitting an application should register by sending an e-mail with the subject �TEP Member for �Recruitment of a Training Consultant for the MESPI Capacity Building Activity� to the Procurement Point of Contact, MCA Kosovo Procurement Agent, in the stated below email address. Consultants should provide their full contact details in the email message. This will ensure that the Consultants receive updates regarding this RFA. Applications must be delivered electronically to the address below in the manner specified in the RFA 13-17 under Section 2. Specific Instructions to Consultants (SIC) on or before October 18, 2023, at 17:00h (Kosovo local time). Please note that only electronic Applications shall be accepted.
