- SOURCES SOUGHT Marine Corps Recruiting Command Recruiting Office (Retail Experience) Brand Update Responses to this announcement are not considered offers and cannot be accepted by the Government to form a binding contract.� Responses will not be used for evaluation in any resultant solicitation for this requirement.� The government shall not be held responsible for any costs incurred in response to this Sources Sought.� Participation is strictly voluntary. The Marine Corps Recruiting Command (MCRC) at Quantico Marine Base, Quantico, VA, has an anticipated requirement to procure a solution for incorporating recent brand updates into local recruiting offices across the Nation.� The intent of this Sources Sought is for MCRC to gain insight on capable vendors within the market and gather price estimates.� In 2006, MCRC�s contracted advertising agency initiated a procurement to develop a standardized branded retail experience for its 700+ facilities to include Recruiting Stations, Officer Selection Stations and Recruiting Sub Stations throughout the country. Each facility is, essentially, the office and �storefront� for Marine Recruiters to conduct their day-to-day business, meet recruits and their parents, and project a professional and consistent brand appearance to the communities in which they�re stationed. As office spaces are not uniform in their size, square footage, floorplan, etc., the branded retail experience served as a guide on how each facility could incorporate the core principles of the design to effectively achieve a consistent look and operational workflow. MCRC is interested in updating the facilities to conform to the recently updated brand guidelines and to optimize interior space in accordance with current best industry practices. MCRC seeks a contractor proficient in the following areas of service: Research, Information Gathering, and Assessment Creative Concepting and Development Environment Design Intent & Graphics Production Fabricator Coordination Installation Development of �Brand Guidelines Training As part of this effort, MCRC seeks to update the current Marine Corps Recruiting Command Facilities Branding Guidelines with elements including but not limited to incorporating new colors, iconography, and brand campaigns.� The solution as outlined in the guidebook shall be rooted in research around current recruiting practices during customer interactions, administrative needs of recruiters, insights into the target market, and industry best practices in customer point of sale and / or experiential marketing.� The update will incorporate all aspects of a recruiting office to include but not limited to: exterior perforated window film graphics, wall paint colors, flooring type and color, furniture colors and design, orientation of furniture, technology elements, and interior wall graphics.� The solution should be scalable to multiple formats and easily understood and implemented by Army Corps of Engineers.� The anticipated NAICS is 541410- Interior Design Services or 541613- Marketing Consulting Services Interested respondents should submit a brief capabilities statement package (no more than 30 pages in length, single spaced, 12-point font) clearly demonstrating their firm�s ability to perform the services.� A generic capability statement is not acceptable.� Please review the requirements listed below.� At a minimum, the package shall address the following: Capability to analyze and refresh the current local recruiting offices to today�s audience needs, recruiter needs, and aligned with updated brand elements.� Capability to work and meet with MCRC personnel and the MCRC�s current advertising contractor to gain an understanding of the current brand of the Marine Corps and direction it is heading towards.� � Capability to visit recruiting facilities to gain an in person experience to allow the firm to use it as a baseline for re-branding.� Small Business Size Standard and under which NAICS the firm performs work under. Is the firm located in the United States?� Price estimate Firm fixed price inclusive of all meetings, travel to look at a few current offices, and to produce 15 hard copies of the Branding Guide and an electronic copy with ownership rights handed over to MCRC upon completion. Delivery timeframe.� Past performance information on similar contracts with the federal government.� Samples of design/branding guidelines provided to other services, federal agencies, or private companies can be included. Attached is a copy of the current Branding Guide. Responses/Questions shall be submitted by email to NO LATER THAN 2:00 P.M. ON 20 October 2023.
