- NOTICE OF INTENT The Department of Veterans Affairs, South Central VA Health Care Network (VISN 16), Contracting Office (NCO 16), in accordance with FAR 8.405-6, limiting sources, intends to award a sole-source, firm-fixed price VISN-wide Blanket Purchase Agreement (BPA) for medical laboratory testing and analysis services to Laboratory Corporation of America, 231 Maple Ave, Burlington, NC 27215. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. The BPA standardizes the referral laboratory testing services for all medical centers and outpatient clinics in VISN 16 and decreases the costs associated with referral laboratory testing and analysis. This BPA will continue to enhance the laboratory s ability to support patient care by providing access to tests that due to test technical complexity, cost of reagents, equipment, and low volume are not performed at the participating VISN 16 Medical Centers Laboratories at this time. This short-term BPA is needed to ensure uninterrupted patient testing while the solicitation for a long-term, competitive RFQ can be posted, evaluated, and awarded. Through initial market research it has been determined that only one source is capable of providing the medical laboratory testing and analysis services on October 1, 2023. VISN 16 test menu includes over 1,500 different tests/panels with a semi-annual estimated volume of over 95,000 tests being performed. It is the intent to award this BPA to the current Referral Laboratory Testing Services Provider, Laboratory Corporation of America, against FSS contract V797D-50532. The period of performance will be October 1, 2023, through December 31, 2023 with one (1) three (3) month option. Clause 52.217-8, Option to Extend Services, and Clause 52.217-9, Option to Extend the Term of the Contract, applies. Laboratory Corporation of America (LabCorp) shall continue to provide full scope of referral laboratory testing, analysis and related services to participating VISN 16 Laboratories. Services shall continue to include existing courier, collection, and testing services as well as LabCorp compliance with existing BPA requirements. Continuation of these services is critical to prevent a disruption in patient care testing services. Under this BPA LabCorp shall continue to meet the following: Certified as meeting the requirements of the Department of Health and Human Services Clinical Laboratory Improvement Act of 1988 (CLIA-88). Fully licensed and accredited ensuring compliance with CLIA, The College of American Pathologists (CAP), The Joint Commission on Laboratory Accreditation, and/or other state regulatory agencies as mandated by federal and state statues. Existing FSS 621-II contract covering all testing SINs 621-200 through 621-213 encompassing the required tests. Testing under SIN 621-INP may also be incorporated if the newer methodologies/tests were not listed under another SIN. Current, VA approved MOU/ISA for remote connection supporting interconnectivity (Laboratory Electronic Data Interchange-LEDI) between the Contractor s testing laboratory information system and the participating V16 laboratory s VA VistA Lab Information System (LIS). Continued access to the established and operational LEDI bi-directional interconnectivity between LabCorp s testing laboratories and the VA VistA Lab Information System at each participating VISN 16 laboratory for automatic electronic ordering and reporting of test results. Interconnectivity between LabCorp and the V16 participating laboratories is established and currently operational for continued, uninterrupted use. Referral tests sent to LabCorp for testing are already established in the participating VISN 16 VA VistA lab test files and ready for use. Any lapse in LEDI interconnectivity and access will have a negative impact on patient care. LEDI interconnectivity between LabCorp s testing laboratory(s) and the VISN 16 participating laboratories shall continue to operate successfully without the use of Data Innovations (DI) or other commercial middleware. Meet VHA Directive and Handbook 6500 requirements that are applicable to the existing remote interconnection and sustain continued compliance as delineated in LabCorp s VA approved MOU/ISA. Continue to perform pick-up services (routine and stat) for all participating VISN 16 Laboratories, which includes packaging of specimens to maintain specimen integrity during transport while ensuring Department of Transportation (DOT), International Air Transport Association (IATA), and other applicable requirements for transport are met. Perform routine specimen pick-up from the area identified by each participating VISN 16 laboratory (Sources Sought Workbook Lab Info tab). Routine pick-up shall occur daily, Monday through Friday at currently established pick-up times. Perform STAT specimen pick-up services within one hour of notification by the requiring VISN 16 Laboratory location. Reconcile specimens for transport against their respective manifest prior to departing each V16 laboratory pick up location. Execute transportation/delivery/routing to the Contractor s respective testing laboratory location to perform testing. Contractor shall provide an on-line test inquiry (website or SharePoint) for test look-up that includes test name, synonyms as applicable, ordering test code, CPT code, LOINC code, reference range, test methodology, specimen type(s), collection and handling requirements, clinical significance/test interpretation and test turn-around time. Contractor shall provide automatic email notification in VA VistA to each participating V16 Lab point(s) of contact following test completion, required test order changes, and test cancellations. Test completion emails shall be generated to the respective V16 laboratories no less than once per day. Test order changes and test cancellation emails shall be generated on date of occurrence. Contractor shall provide automatic printing/faxing of patient results/reports at each participating V16 lab upon completion of testing by Contractor s laboratory. The associated North American Industrial Classification System (NAICS) code for this procurement is 621511, Medical Laboratories and the small business size standard of 35.0 million. No award will be made based on quotes or offers received in response to this notice. This notice of intent is not a request for quotations. All interested parties may identify their interest to meet this requirement to Diyonne Williams by 10:00 am (CST), Friday, October 6, 2023. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government by providing information on the attached Test Menu spreadsheet. Also, the interested party must provide clear and unambiguous evidence to substantiate the capability to provide medical laboratory testing and analysis services on October 1, 2023.
