Description
This notice announces the intent by Mission Installation Contracting Command (MICC) Fort Liberty in support of the Department of Public Works (DPW) to procure Geospatial Information and Services (GIS) without competition as prescribed in FAR 6.302-1 and FAR 13.501(a)(1)(ii). This announcement fullfils the availablity of the justificaiton requirement under FAR 6.305.� The GIS services is a recurring requirement that has been in place on Fort Liberty, NC, since 2015. This service is critical to the Directorate of Purblic Works (DPW) to provide an installation-wide geosptial capacity and support the daily geospatial business needs of all Garrison Directorates and Support Offices. This service provides the collection, information extraction, storage, dissemination, and exploitation of geodetic, geomagnetic, imagery (both commercial and national source), gravimetric, aeronautical, topographic, hydrographic, littoral, cultural, and toponymic data accurately referenced to a precise location on the Earth�s surface. Geospatial services include tools that enable users to access and manipulate data, and include instruction, training, laboratory support, and guidance for the use of geo-spatial data.� The Fort Liberty Directorate of Public Works (DPW) requested a sole source bridge contract with incumbent Silversword Software and Services, LLC, 5520 Research Park Drive, Baltimore MD, 21228-4851, on a firm-fixed-price type basis, for a period of performance for four (4) months, for the Directorate of Public Works (DPW). This short-term was requested due to DPW-Fort Liberty temporary staffing resource challenges delaying the follow-on competitive procurement. This bridging action was awarded on 15 September 2023 to continue performance of exist Geospatial Information Systems support services after the expiration of current contract W91247-20-P-0031 on 23 September 2023. This bridge contract action has been placed to allow the MICC-Fort Liberty time to complete a competitive re-procurement under W91247-20-P-0031. The expected award date for the follow-on effort is on or before 24 March 2024, which will allow for receipt, review, and technical evaluation of proposals received in response to the solicitation, as well as conducting peer reviews of the contract award documents. This projected award date will allow for the required 30-day-phase-in period prior to expiration of the bridge contract. As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. Therefore, in the interest of economy and efficiency, this follow-on requirement is immediately available from only the incumbent contractor for services described above. Silversword Software and Services, LLC possesses both the manpower and resources to immediately provide the needed support services for the duration of this short 4-month time frame. As the incumbent contractor, Silversword Software and Services, LLC., is currently performing and meeting all aspects of the contract, transitioning to another contractor on such short suspense would cause an unnecessary break-in service for roughly four months until the follow-on contract can be awarded. In addition, a new vendor's phasein period would affect the productivity and the quality of the Fort Liberty GIS project.
