Presolicitation Notice Presolicitation Notice Page 4 of 4 Presolicitation Notice *=Required Field Presolicitation Notice Page 1 of 4 The Veterans Health Administration, Network Contracting Office 02 intends to solicit from a single source IAW 13.106(b) to obtain an Emergency Olympus Scope Repair on two existing Olympus Scopes. Period of performance: Base: 10/13/2023-10/20/2023 Basic description of the requirement: The contractor shall repair EVIS EXERA III GIF-HQ190 Scope (SN: 2519753) and EVIS EXERA III CF-HQ190L Scope (SN: 2512839) for GI service in accordance with Original Equipment Manufacturer (OEM) specifications. The contractor shall restore EVIS EXERA III GIF-HQ190 Scope (SN: 2519753) to its original equipment manufacturer specifications. Endoscope will be fully disassembled, and all durable components will be inspected to Olympus standards. Insertion tube, four angulation wires, bending section, bending section covering, air/water channel, and biopsy (suction) channel will be replaced with new Olympus parts. All non-durable items (gaskets, seals, O-rings, screws, and contact pins) will be exchanged for new Olympus parts. Additional repairs/replacements will be done which include light guide bundle replacement, light guide connector repair or replacement, tension adjustment on control knobs, body control unit refurbishment, light guide tube repair or replacement, suction cylinder and tube replacement, air/water cylinder and tube replacement, light guide lens replacement, c-body replacement, light guide cover glass replacement, switch and button replacement, c-cover replacement, and air/water nozzle replacement. Endoscope will be leak tested to ensure watertight integrity. Endoscope will be checked for proper insulation The contractor shall restore EVIS EXERA III CF-HQ190L Scope (SN: 2512839) to its original equipment manufacturer specifications. Endoscope will be fully disassembled and all durable components will be inspected to Olympus standards Endoscope will be reassembled with a new insertion tube unit including all internal insertion tube components (CCD with objective lenses, four angulation wires, light guide bundle with lenses, air/ water channel, and biopsy (suction) channel) Additional repairs/replacements will be down as required which include light guide connector repair or replacement, tension adjustment on control knobs, body control unit refurbishment, light guide tube repair or replacement, suction cylinder and tube replacement, air/water cylinder and tube replacement, light guide cover glass replacement, and switch and button replacement. Endoscope will be leak-tested to insure watertight integrity and checked for proper insulation All repairs shall be completed within contractor owned facility and without accessing Northport VA facility. However, interested parties may identify their interest and capability to respond to this requirement by October 3, 2023 at 4:00PM Eastern Standard Time (EST). The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses from responsible sources will be considered. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE EMERGENCY OLYMPUS SCOPE REPAIR in the subject line. All documents submitted, will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist Leia Labruna at Leia.Labruna@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
