The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). �INL�s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation. � The INL section at U.S. Embassy Bogota, established in 1985, is among the largest and most complex INL offices in the world. �INL Bogota is charged with developing strategies and programs to achieve international narcotics control, law enforcement, and justice foreign policy objectives. � This position supports the U.S. Embassy/International Narcotics and Law Enforcement Section (INL) in Bogota, Colombia, with the actual workplace located at the Colombian National Police Base (CNP) in Guaymaral in northern Bogota. � The position oversees all facets of logistical support provided to the Colombian National Police (CNP) in support of 45 fixed and rotary-wing aircraft supported by the INL Police Aviation Program (INL/ARAVI) and a growing unmanned aerial vehicle program. �The position also assists in providing government technical oversight of the INL/ARAVI aviation support contract, particularly the logistics, procurement and freight forwarding portions of that contract. �The Logistics Advisor will oversee the development and implementation of all logistical support requirements to include procurements through a variety of commercial and military sources. �The advisor will supervise two supply technicians in support of logistical functions of ARAVI. �The position reviews, develops, implements and/or contributes to a wide variety of plans, policies, and procedures for supporting INL/ARAVI assets and reports to the ARAVI Senior Aviation Advisor. DUTIES & RESPONSIBILITIES Under the direct supervision of the Bogota-based INL/ARAVI Senior Aviation Advisor or his/her designee, the ARAVI Logistics Advisor will perform the following duties:� 1.�� �Oversee and evaluate contractor logistical activities to ensure compliance with established policies and procedures, in support of a fleet of 45 CNP-operated, USG-supported aircraft, and working under the direct supervision of the INL/ARAVI Program Management team. �If deficiencies exist, develop a corrective action plan and ensure implementation and follow-up occurs. 2.�� �Manage and oversee implementation of the On-the-Job Training program for logistics personnel. 3.�� �Responsible for the development and accuracy of aircraft inventories, to include Federal Aviation Inventory Reporting System via INL/A, ownership determinations, titling transfers, and nationalization. 4.�� �Responsible for the End Use Monitoring inventories and reporting. 5.�� �Responsible for the nationalization inventories, development of transfer documents, and resolving any discrepancies. 6.�� �Identify training requirements and assist in the development of instruction to the CNP personnel in procedures and processes for effective inventory control and management systems covering all aspects of material management, by developing, coordinating, organizing, and implementing comprehensive logistical support procedures for the program. 7.�� �Manage the Foreign Military Sales (FMS) and direct commercial repair and return programs. �Ensure accurate inventory control programs to track investment items by location and supply service condition. �Oversee supply discretionary reports for FMs and property repair programs. �Provide guidance to the CNP and contractor personnel in adhering to proper procedures to take advantage of material warranties. 8.�� �Manage required interagency agreements (IAAs) from inception to close-out. Track IAA expenditures and advise the INL-Bogota Program Manager on available funding and whether to renew agreements for expiring funds. �Delegated authority as an Agreement�s Officer�s Representative (AOR) for these interagency agreements. 9.�� �Act as the logistic contact for Defense Logistics Agency (DLA) accounts. Utilize DLA ordering to ensure the program receives the best price point and delivery timelines. Leverage use of Federal Programs (DoD) to conduct purchase and repair for program assets. 10.�� �Oversee program consumption and stockage levels to ensure stockage sufficient to support program operations. Ensure the CNP and contractor personnel use the best supply sources for equipment, parts, tools, exchanges, overhauls, modification, services, and supplies. 11.�� �Optimize space utilization of CNP warehouses and reduce man-hours lost through efficient management of the Demilitarization and/or Disposition of obsolete/excess spare parts, equipment, and tools, in coordination with CNP, INL Bogota, and U.S. Military Group. 12.�� �Supervise the Logistics Coordinators to ensure all importations and exportations adhere to established procedures, and minimizes delays and costs to the USG. 13.�� �Perform duties as Contractor Officer�s Representative or Government Technical Monitor, and assist in the development of the Quality Assurance Surveillance Plans for the logistics section. �Perform as Quality Assurance representative to oversee contractor performance compliance. 14.�� �Identify developmental and training needs, find alternatives to improve the quality of work, and develop performance standards for the CNP. 15.�� �Collect, review, and analyze logistics data and trends in order to accurately advise the CNP on appropriate stockage levels, and reorder points. Oversee the Quarterly Inventory Review Board that the CNP and contractor conduct. 16.�� �Assist the Aviation Maintenance Advisor with logistical support that affects the overall maintenance effort.� 17.�� �Assist and advise the CNP in all aspects of their logistics program, to include ordering and obtaining necessary replacement parts, equipment/tools, armaments, ammunition, and petroleum products.� 18.�� �When required, perform the role of Duty Officer. 19.�� �Perform other duties as requested and assigned that are directly related to this Statement of Work.� TRAINING AND DISTANCE LEARNING COURSES 1.�� �Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. � 2.�� �Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3.�� �If applicable - Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post. � PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The place of performance for this position is US Embassy Bogota, Colombia. Frequent travel and temporary living at austere field operating locations is required. �The incumbent will travel to locations in the tropics or mountainous, high-altitude terrain, which involves significant physical exertion. �Some field sites have been declared hazardous duty locations due to hostile activities of the narco-traffickers and subversive elements and therefore pose significant risk to the incumbent while at these sites.� RELATIONSHIPS The INL/ARAVI Logistics Advisor will serve as a principal advisor to INL/ARAVI Program Manager and report directly to the INL/ARAVI Senior Aviation Advisor for all matters related to Logistics.� The Contract Administrator shall be the INL Contracting Officer in Washington. �In no instance shall the ARAVI Senior Aviation Advisor or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. �The Contracting Officer must authorize such changes in writing. The ARAVI Senior Aviation Advisor will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY This position involves planning, organizing, and completing financial and organizational analysis of enormous complexity. �Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing, and determining the scope and depth of studies/audits to be undertaken. �The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE & EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Colombia, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS� 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required.) 2.�� �Bachelor�s Degree from an accredited U.S. institution or an Associate�s Degree in a logistics-related field. 3.�� �A minimum of ten (10) years of aviation logistics experience.� 4.�� �A minimum of fifteen (15) years of professional experience as a military or governmental aviation logistics officer, to include a minimum of seven (7) years managing aviation logistics programs. 5.�� �Proficient in Microsoft Office Suite. � 6.�� �Demonstrated ability to read and speak Spanish at the professionally proficient level.� 7.�� �Demonstrated familiarity with maintenance and logistics requirements for a fleet of 20 (plus) rotary wing aircraft. � 8.�� �Demonstrated knowledge of US FAA, US military or INL safety standards and procedures. 9.�� �Demonstrated familiarity with USG procurement procedures.� 10.�� �Demonstrated familiarity with Foreign Military Sales (FMS), commercial sources for aviation parts, and with End Use Monitoring and demilitarization requirements.� 11.�� �Demonstrated ability to effectively work under stressful and challenging conditions with minimal supervision. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($95,225 - $139,841 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
